The first is to clarify the seismic fortification requirements and related measures for new construction, expansion, and renovation construction projects. The "Regulations" stipulate that new construction, expansion, and reconstruction of construction projects shall comply with the mandatory standards for seismic fortification, and relevant units and personnel of construction project survey, design, construction, and project supervision shall be responsible for the earthquake resistance of construction projects in accordance with the law. The second is to standardize the seismic identification, reinforcement and maintenance of completed construction projects. The "Regulations" stipulate that the state implements a seismic performance appraisal system for construction projects. If seismic reinforcement is required based on the results of the seismic performance appraisal and has reinforcement value, seismic reinforcement shall be carried out, and information such as the time of seismic reinforcement and subsequent service life shall be publicized. The seismic components, seismic isolation trenches, seismic isolation joints, seismic isolation and damping devices and seismic signs of construction projects shall be inspected, repaired and maintained, and no unit or individual may change, damage or dismantle without authorization.
The third is to strengthen the seismic fortification of rural construction projects. The "Regulations" stipulate that the management of earthquake-resistant fortification in rural construction projects should be strengthened to improve seismic performance. Provide policy support for the earthquake-resistant reinforcement of rural villagers’ houses and rural public facilities construction projects. The implementation of rural dilapidated house renovation, resettlement relocation, post-disaster restoration and reconstruction, etc., should ensure that the construction project meets the mandatory standards for seismic fortification. The government should compile and issue an atlas of practical seismic technology suitable for rural areas, and strengthen guidance services, technical training, demonstration and guidance, etc.
The fourth is to strengthen safeguard measures and supervision and management. The "Regulations" stipulate that relevant local people's governments shall provide necessary policy support for seismic reinforcement of old buildings that have not adopted seismic fortification measures or have not met the mandatory standards for seismic fortification, support the development of seismic-related industries in construction projects and the application of new technologies, and clarify construction projects Safety emergency assessment and earthquake damage investigation system for construction projects.
