On August 6, the Ministry of Water Resources issued Announcement No. 8 of 2021, approving the issuance of 6 water conservancy industry standards including the "Regulations for the Preparation of Preliminary Design Reports for Irrigation and Drainage Projects". The 6 standards will be implemented on November 6, 2021.

"Regulations for the Preparation of Preliminary Design Reports for Irrigation and Drainage Engineering Projects" (SL/T 533—2021)

It is revised on the basis of the "Regulations for the Preparation of Preliminary Design Reports for Irrigation and Drainage Engineering Projects" (SL 533—2011). It has 16 chapters and 2 appendices. The main technical content includes comprehensive descriptions, hydrology, engineering geology, engineering construction tasks and Scale, project layout and building, mechanical and electrical and metal structure design, project construction organization design, project construction land acquisition and resettlement, water and soil conservation design, environmental protection design, project management design, energy saving design, design budget, project benefit analysis and comprehensive evaluation And conclusions and recommendations. The standard is applicable to the preparation of preliminary design reports for large and medium-sized irrigation and drainage projects for reconstruction and expansion and for newly-built small-scale irrigation and drainage projects. The issuance and implementation of the standards will further standardize the preparation principles, work content and depth requirements of the preliminary design report of irrigation and drainage projects, which is of great significance for promoting the continuous improvement of the construction quality of irrigation and drainage projects.

"Regulations for the preparation of project proposals for water conservancy and hydropower projects" (SL/T 617—2021)

It is revised on the basis of "Water Conservancy and Hydropower Engineering Project Proposal Preparation Regulations" (SL 617—2013). It has 18 chapters and 2 appendices. The main technical content includes general rules, comprehensive descriptions, necessity and tasks of project construction, Hydrology, engineering geology, construction scale, water-saving analysis, project layout and buildings, electromechanical and metal structures, construction organization design, construction land acquisition and resettlement, environmental impact assessment, water and soil conservation, project management, project informatization, investment estimation, Economic evaluation and conclusions and recommendations. The standard is applicable to the compilation of proposals for large and medium-sized water conservancy and hydropower projects for new construction, reconstruction and expansion. "Water Conservancy and Hydropower Engineering Feasibility Study Report Compilation Regulations" (SL/T 618—2021)

It is revised on the basis of "Water Conservancy and Hydropower Engineering Feasibility Study Report Compilation Regulations" (SL 618-2013). It has 20 chapters and 2 appendices. The main technical content includes general provisions, comprehensive descriptions, hydrology, engineering geology, and engineering tasks. The main technical content includes basic conditions, river evolution, flood control evaluation analysis and calculation, comprehensive flood control evaluation, measures to eliminate and reduce impacts, conclusions and suggestions, etc. The standard is applicable to the compilation of flood control evaluation reports for construction projects newly built, rebuilt, and expanded within the management scope of rivers (including lakes, reservoirs, and artificial waterways). The issuance and implementation of the standard will further standardize the compilation of flood control evaluation reports for the construction of river-related projects, and provide technical support for the management and protection of rivers and lakes and the safety of flood control projects, as well as the construction of beautiful rivers and lakes.

"Table Structure and Identifier of Basic Database of Water Conservancy Objects" (SL/T 809—2021)

There are 8 chapters and 2 appendices. The main technical content includes terminology, object class identification, basic regulations, object list table, object basic information table and object relationship table, etc. The standard is applicable to the construction of the basic database of water conservancy objects and the data access related to it. The issuance and implementation of the standard will further standardize the basic database of water conservancy objects, improve the level and ability of water conservancy data management, and solve the long-standing problems of water conservancy object management and data sharing.
