To build a maritime power, a manufacturing power, and a science and technology power, on August 24, 2021, China State Shipbuilding Corporation and the Shanghai Municipal People's Government signed a cooperation agreement in Shanghai. Secretary of the Shanghai Municipal Party Committee Li Qiang, Deputy Secretary of the Shanghai Municipal Party Committee and Mayor Gong Zheng met with China State Shipbuilding Corporation Party Secretary and Chairman Lei Fanpei, and Deputy Party Secretary and General Manager Yang Jincheng and his party.

Li Qiang expressed his gratitude to China State Shipbuilding Corporation for its long-term active participation in and support of Shanghai's economic and social development. He said that at present, we are deeply implementing the spirit of General Secretary Jin Ping's important speech at the 30th Anniversary Celebration of Pudong Development and Opening-up, deepening the construction of the "five centers" and comprehensively strengthening the "four major functions" to better serve the overall situation of China's reform and development. High-end equipment manufacturing is one of the main directions of Shanghai's industrial transformation and upgrading, and China State Shipbuilding Corporation is the leading force in China's marine technology innovation and development. It is hoped that the signing of this agreement will be a new starting point, to further utilize their respective advantages, make good use of the strategic platform, broaden the areas of cooperation, and jointly enlarge and strengthen the shipbuilding and offshore equipment industry system and industrial clusters. Welcome China State Shipbuilding Corporation to deploy more major projects and innovative businesses in Shanghai, accelerate core technology research, and better expand domestic and foreign business. Shanghai will make every effort to provide high-quality and efficient service guarantees for the development of enterprises in Shanghai, and work together to make greater contributions to China's construction of a maritime power.

Lei Fanpei thanked Shanghai for its long-term support and assistance to China State Shipbuilding Corporation. He pointed out that Shanghai is the only city in the country that integrates ship and offshore engineering research and development, manufacturing, verification tests and port machinery construction. He said that China Shipbuilding Corporation will thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, fully rely on Shanghai's advantages in attracting talents, allocating resources, and promoting the development of the entire industry chain, intensify its development in Shanghai, and accelerate its industrial layout in Shanghai. Adjust, vigorously promote the development of high-end industries and innovative resources such as large cruise ships, liquefied natural gas (LNG) ships, and deep-diving equipment in Shanghai, and strive to improve the development level of the marine equipment industry and the modernization level of the industrial chain and supply chain.
