In the critical window period for carbon peak and carbon neutrality, China will begin to strengthen the management and control of the “two highs” (high energy consumption and high emissions) projects in 2021 to prevent blind launches. At a press conference held by the National Development and Reform Commission on August 17, 9 provinces (regions) including Qinghai and Ningxia were named because their energy consumption in the first half of the year did not decrease year-on-year. Public reports show that recently, the National Development and Reform Commission and relevant departments have carried out special inspections to urge local governments to reduce more than 350 "two highs" projects to be launched, and reduce new energy demand by 270 million tons of standard coal, which has achieved initial results. However, during the special inspection, it was also found that there are still gaps in the determination and effectiveness of work in many places, and some outstanding problems need to be resolved urgently.

According to the "Barometer of the Completion of Energy Consumption Dual Control Targets in Various Regions in the First Half of 2021" recently issued by the National Development and Reform Commission, in terms of energy consumption intensity reduction, there are 9 projects in Qinghai, Ningxia, Guangxi, Guangdong, Fujian, Xinjiang, Yunnan, Shaanxi, and Jiangsu. It is difficult to balance development and consumption reduction, and the western region is especially under pressure

The reporter observed that among the nine provinces (regions) named "energy intensity not falling but rising", western provinces accounted for two-thirds, including Qinghai, Ningxia, Shaanxi, Xinjiang, Yunnan, and Guangxi. Area.

"The rapid growth of high-energy-consuming industries is the primary reason for the high energy consumption in the western region." Some insiders pointed out that from the data in the first half of the year, the rapid growth of high-energy-consuming industries such as electric power and non-ferrous metals has caused energy consumption in the western region. The acceleration of growth, coupled with the relatively lagging development of the western region, and the gradual relocation of industrial enterprises from the eastern and central regions to the western region, this is also the main reason for the sustained increase in energy consumption in the western region.

According to Lin Boqiang, the dean of the China Energy Policy Research Institute of Xiamen University, a new trend has emerged in China's high energy consumption regions-due to the relatively low environmental protection costs in the west, heavy industry is gradually shifting to the west. "The resource potential of the western region is huge, and there is a tendency to accept the transfer of the'two high' industries from economically developed provinces. The reporter learned that the Ningxia Hui Autonomous Region’s Energy Conservation and Overcapacity Resolution Office held a meeting recently and pointed out that the energy consumption intensity of Ningdong Base, Shizuishan City, and Zhongwei City in Ningxia did not decrease but increased, and the decrease in energy consumption intensity of Wuzhong City did not meet the schedule target requirements. , The total energy consumption of the four regions has increased significantly. Among them, the increase in energy consumption of 5 key enterprises accounted for more than 50% of the increase in industrial energy consumption in the region.

Data from the Statistics Bureau of Ningxia Hui Autonomous Region show that from January to July 2021, the value added of industries above designated size in Ningxia has increased by 12.2% year-on-year, an increase of 13.8% over the same period in 2019, and an average growth rate of 6.7% over the two years.

The same is true in Qinghai Province. Data from the Provincial Bureau of Statistics also shows that from January to July 2021, the value added of the province's industrial enterprises above designated size increased by 8.9% year-on-year in real terms and 10.3% year-on-year. From January to May of 2021, the energy consumption of industrial enterprises above designated size in Qinghai Province increased by 12.2% year-on-year.

Central and local governments make concerted efforts, and system thinking is indispensable

With the introduction of the carbon peak and carbon neutral goals, since 2021, the central and local governments have made curbing the blind development of the "two highs" project the top priority of current work.

The second round of the third batch of central ecological and environmental protection inspectors launched in April 2021 will carry out inspections for about one month in 8 provinces (regions) of Shanxi, Liaoning, Anhui, Jiangxi, Henan, Hunan, Guangxi, and Yunnan. For example, Ningxia proposed that new projects with energy consumption of 50,000 tons of standard coal and above in coal-fired power, petrochemical, chemical, coal chemical, steel, coking, building materials, and non-ferrous industries should not be approved. Currently, the “two highs” projects under construction in violation of regulations have basically been suspended for rectification, and the illegal stock “two highs” projects have been suspended for rectification.
