In the lower reaches of the world-famous Moreno Glacier, stands a shining pearl on the Belt and Road-the largest project under construction in Argentina, the NK/JC Hydropower Station, built by the China Energy Construction Gezhouba Group in cooperation with Argentine companies, is rising. Construction is in full swing. The public relations manager of the NK/JC hydropower station joint venture has always been at the forefront of public opinion, clarifying rumors and being the defender of the truth, and speaking positively as the guardian of the foundation of the Silk Road. Last year, Musso was named the "Silk Road Friendship Envoy".

In the Patagonia region of the southern tip of Argentina, the perennial cold winds often exceed 100 kilometers per hour. However, the water resources here are very rich. The Moreno Glacier provides abundant water for the Santa Cruz River. Just downstream of the glacier, stands the NK/JC hydropower station (combined name of the two hydropower stations of Condocliffe and La Barrancosa) built by the China Energy Construction Gezhouba Group and Argentine companies. This is the world's southernmost large-scale hydropower station and the largest project under construction in Argentina. After completion, it will meet the daily electricity needs of approximately 1.5 million households and help Argentina realize its "hundred-year dream" of self-sufficiency in electricity.

Letting the water of the Santa Cruz River provide energy for the development of the country has been the dream of generations of Argentines. But everything is difficult at the beginning. Since the signing of the contract in 2014, this project has become the focus of media attention. It has been welcomed and there are some skeptical voices. The pressure to deal with fell on 42-year-old Mariano Musso. He has been engaged in organization management and communication for a long time, and he is gentle and calm in personality. Since serving as the public relations manager of the hydropower station joint venture in 2017, he has often concentrated on researching various materials, proactively releasing specific and accurate data and rigorous professional evaluation results, and making convincing responses.

At the beginning of the project bidding, Musso encountered the most difficult difficulty in his work-whether the hydropower station would have an impact on the environment, which once became the biggest concern of local environmentalists. In fact, the Santa Cruz provincial government, where the project is located, has organized experts to conduct a special study, and the results show that there is no so-called environmental impact. As a result, the consortium participated in many hearings and submitted various investigation reports, and Musso made the investigation report with government credibility public, fully demonstrating the project's advantages, original design intention and environmental responsibility to the media. This approach has been effective. The media has extensively reported the contents of the government's investigation report, and a daily media communication mechanism for the progress of the project has also been established. Muso also proactively announced the employment data created by the NK/JC hydropower station during the construction process, using solid data to win the recognition of the Argentine people: since 2015, the NK/JC hydropower station has created 2,300 direct jobs and 6,000 indirect jobs. . Colleagues around said that Musso can always clarify rumors, eliminate misunderstandings, and make the project run more smoothly.

In addition to "fire fighting", Musso also registered and operated official accounts on the official website of the joint venture, LinkedIn, Twitter and other platforms to conduct publicity and information sharing, cooperation and exchanges, and maintain the public image of the project. "The completion and commissioning of the project will create new growth opportunities for clean energy production, which will enable Santa Cruz to obtain royalties and will also become the basis for the development of irrigation projects for agricultural development of large areas of land. Tourism projects are also ushering in great opportunities." When it comes to the benefits brought by the NK/JC hydropower station, Musso is cherished. Under his active coordination, the TV documentary "Amazing China-Arab States-Condor Cliff and La Barrancosa Dam" was successfully filmed, and it became a feature film celebrating the 70th anniversary of the founding of the People's Republic of China in October 2019. The content is broadcast. Thanks to Musso's efforts, many local people now appreciate the NK/JC hydropower project. During the new crown pneumonia epidemic, the construction of the hydropower station did not stop, and Musso “came into” the role of the epidemic supervision coordinator. The NK/JC hydropower station project is a closed camp, and the entry and exit of personnel and vehicles are strictly controlled at ordinary times. Muso actively coordinated with local medical institutions to conduct nucleic acid testing before employees enter the venue, and immediately released epidemic prevention information to employees. He also communicated with the local health department and promoted the joint venture to donate epidemic prevention materials several times. At the same time, Musso contacted the local hospital and held a video conference with Chinese epidemic prevention experts to share the experience of Chinese doctors in fighting the epidemic.

From rushing to the forefront of public opinion to coming forward during the new crown pneumonia epidemic, Musso is both the defender of the truth and the guardian of the cornerstone of the Silk Road. For his own contribution, Musso believes that this is mainly derived from the recognition and love of China-Arab cooperation projects, as well as the persistence of professional commitments. "The greatest help China's'Belt and Road' initiative can help countries along the route is to promote the construction and implementation of overseas infrastructure projects and benefit local people's livelihoods. I deeply feel the huge opportunities that the'Belt and Road' initiative brings to Argentina. Spirit, guarding the smooth operation of the NK/JC hydropower project. After all, I represent the reputation of the company and also the thousands of employees who trust us."

In 2020, Musso was named the "Silk Road Friendship Envoy". He expressed through remote video at the award ceremony that in the future, he hopes to establish two training centers in the dam, equipped with corresponding materials and facilities, and expand the technical knowledge of employees, so that employees can obtain personal growth and can be able to undertake different tasks after the project ends. work. In Musso's view, the NK/JC hydropower project has promoted the development of China-Arab strategic partnership. "At the southernmost tip of the world, the spirit of perseverance to keep promises has always inspired me to keep moving forward and guarding our common dream."Editor/Xing Wentao
