The "Plan" pointed out that China is currently in a critical period of energy green and low-carbon transition development. With the large-scale and high-proportion development of new energies such as wind power and photovoltaic power generation, the demand for regulated power is more urgent, and a new power system with new energy as the mainstay will be built. Put forward higher requirements for the development of pumped storage.

The "Planning" puts forward the basic principles of adhering to ecological priority, harmonious coexistence, regional coordination, reasonable layout, maturity first, advanced reserve, and adapting measures to local conditions and innovative development. Based on the nationwide survey and screening of pumped storage resource sites, a database of medium and long-term development projects for pumped storage has been established. For projects that meet the in-depth requirements of the planning stage, mature conditions, and do not involve environmental constraints such as the red line of ecological protection, in accordance with the principle of acceptance, they will be included in the key implementation project library as key implementation projects. The total installed capacity of such projects is 421 million kilowatts. ; Projects that meet the in-depth requirements of the planning stage, but may involve environmental constraints such as ecological protection red lines, are included in the reserve project library as reserve projects. These projects need to implement relevant conditions and do a good job in avoiding and connecting with ecological protection red lines and other environmental constraints Later, it can be rolled into the key implementation project library, and the total installed capacity of such projects is 305 million kilowatts.

The "Plan" requires that the approval and construction of pumped storage power stations be accelerated. The energy authorities of all provinces (autonomous regions and municipalities) shall, in accordance with the mid- and long-term plans and the actual conditions of the region, coordinate the needs of the power system, the development of new energy, etc., according to the nuclear exhaustion and energy development. Based on the principle of full expansion, the construction of pumped-storage power stations shall be approved in the planned key implementation project repository. By 2025, the total scale of operation of pumped storage will double from the "13th Five-Year Plan" period to over 62 million kilowatts; by 2030, the total scale of operation of pumped storage will double that of the "14th Five-Year Plan" period to 120 million kilowatts. Around kilowatts; by 2035, a modern pumped storage industry with advanced technology, high-quality management and strong international competitiveness will be formed to meet the large-scale development needs of a high proportion of new energy, and a group of large-scale backbone pumped storage enterprises will be cultivated.

The "Plan" puts forward the main tasks of pumped storage development. The first is to protect resource sites and reserve development space for pumped storage; the second is to strengthen planned site reserves and management, and roll out the resource survey and project reserves of pumped storage sites; the third is to actively promote project construction and strengthen project optimization layout And project construction management; fourth is to carry out small and medium-sized pumped storage construction according to local conditions, explore and promote the integration and transformation of hydroelectric elevators, and strengthen technology and equipment innovation; fifth, establish an industry monitoring system, and release pumped storage development reports on an annual basis.
