On September 8, 2021, the 2021 Silk Road Maritime International Cooperation Forum was held at Xiamen International Convention and Exhibition Center. Ning Jizhe, deputy director of the National Development and Reform Commission and deputy director of the Leading Group Office for the Promotion of the Belt and Road Construction, attended and delivered a keynote speech.

Ning Jizhe pointed out that the ocean is closely related to world development, giving birth to international shipping, industrial revolution and modern economy. Fujian used to be an important hub of the ancient "Maritime Silk Road", witnessing the prosperity of the Chinese nation that "communicates with the sea and knows no number". Today, as the core area of the 21st Century Maritime Silk Road, Fujian must play an important role in the high-quality development of the Belt and Road Initiative. Since 2018, Fujian has achieved positive results in exploring the construction of "Silk Road Shipping".

Ning Jizhe said that the National "14th Five-Year Plan" "Outline" clearly stated that it supports expanding the brand influence of Silk Road Shipping. The next step can be focused on three aspects to promote the high-quality development of Silk Road Shipping.

The first is pragmatic cooperation and strive to expand the influence of the "Silk Road Shipping" brand. Adhere to the principle of extensive consultation, joint construction and sharing, and deepen communication and information sharing with countries in the Belt and Road Initiative; encourage domestic and foreign ports, shipping companies, and service organizations to join the "Silk Road Maritime" alliance, and establish and improve the "Silk Road Maritime" standard system , To consolidate consensus on cooperation and development in a wider range, broader field and deeper level; expand the "Silk Road Shipping" route network, steadily increase container ocean routes, continue to increase the density of international routes, and expand the coverage of container foreign trade routes.

The second is to steadily and steadily, and strive to innovate the Silk Road maritime multimodal transport. Strengthen the construction of the "Silk Road Maritime" port collection and distribution system, accelerate the development of multimodal transportation such as sea-rail combined transportation, promote "Silk Road Maritime" routes, voyages and China-Europe train lines, schedule docking and information sharing; actively promote multimodal transportation" "One Order System", through innovative trade and shipping methods, is convenient for enterprises and benefits consumers.

The third is to take multiple measures at the same time, and strive to promote the quality and efficiency of "Silk Road Shipping". Continuously improve the comprehensive information service capabilities of "Silk Road Shipping", build a maritime logistics information sharing and exchange platform, establish a port and shipping trade data link, promote the openness and transparency, interconnection and interoperability of trade information between ports, shipping and logistics enterprises and ports, and vigorously promote the visualization of shipping logistics ; Deepen the "Silk Road Maritime" customs clearance facilitation, improve port functions, and create a "Silk Road Maritime" development model with standardized services, convenient operation and intelligent management.

Ning Jizhe expressed that we are willing to work with all parties to fully promote the construction of the core area of the 21st Century Maritime Silk Road in Fujian, continue to expand the influence of the "Silk Road Shipping" brand, and build the Belt and Road with high quality, so as to achieve the second centenary goal. Make greater contributions to the great rejuvenation of the Chinese nation and the building of a community with a shared future for mankind.

Silk Road Shipping is a new brand and new platform for international integrated logistics services pioneered by Fujian Province. At present, there are 218 members of the "Silk Road Shipping" alliance, with 80 named routes, reaching 99 ports in 27 countries, with a total of more than 6,000 voyages and a throughput of more than 6 million TEUs.
