The recently released "China Natural Gas Development Report (2021)" (hereinafter referred to as the "Report") shows that in the context of addressing climate change and accelerating global energy development in clean and low-carbon development, my country's natural gas reserves and production have increased rapidly during the 13th Five-Year Plan period. The continuous improvement of the diversified supply system and the continuous growth of natural gas consumption will help achieve the goal of carbon peak and carbon neutrality.

The "Report" announced the development of China's natural gas during the "13th Five-Year Plan" period: First, in terms of natural gas production, domestic resources have achieved remarkable results in increasing reserves and production, and reserves and production have achieved rapid growth. During the "Thirteenth Five-Year Plan" period, China's total investment in oil and gas exploration and development was 1.36 trillion yuan, with an average annual growth rate of 7%. Major basins and regional explorations have made major discoveries. Gas fields such as Jingbian, Sulige, Anyue, Yan'an, Western Sichuan, Mizhi, Dongsheng, Bozhong 19-6 and other gas fields have newly added proven geological reserves of over 100 billion cubic meters; New discoveries have been made in the field, and two large areas with reserves exceeding one trillion cubic meters have been added to Kuqabozi-Dabei and Southern Sichuan. The newly-added proven geological reserves of Fuling, Changning, Weiyuan, Weirong and Taiyang shale gas fields exceed 100 billion cubic meters. During the "13th Five-Year Plan" period, the country’s new proven geological reserves of natural gas were 5.6 trillion cubic meters, of which conventional natural gas’s new proven geological reserves were 3.97 trillion cubic meters, shale gas’s new proven geological reserves were 1.46 trillion cubic meters, The newly-added proven geological reserves of coalbed methane are 0.16 trillion cubic meters. In 2020, the newly added geological reserves of natural gas will be 1.29 trillion cubic meters. The newly-added proven geological reserves maintained their peak levels. During the "13th Five-Year Plan" period, the average annual increase of domestic natural gas production exceeded 10 billion cubic meters, with an average annual growth rate of 7.4%. In 2020, national natural gas production was 192.5 billion cubic meters, an increase of 57.9 billion cubic meters over 2015, an increase of 43%.

Second, the diversified natural gas supply system has continued to improve, and the main natural gas pipeline network has basically taken shape. The four major import strategic channels have been fully completed; the import of overseas resources has realized multi-country and multi-gas sources; the domestic pipeline network framework has basically taken shape. During the "13th Five-Year Plan" period, a total of 46,000 kilometers of long-distance pipelines have been built, and the total mileage of natural gas pipelines nationwide has reached approximately 110,000. kilometer.

Third, the utilization of natural gas has been promoted in an orderly manner, and the scale of consumption has maintained growth. During the "13th Five-Year Plan" period, a total of 19 million new "coal-to-gas" users were added, and natural gas heating area reached 3.06 billion square meters, accounting for 31% of the total increase in clean heating area; newly added natural gas power generation capacity was 41.02 million kilowatts; low-concentration gas , Ventilation gas power generation projects have been promoted and applied in Shanxi, Shaanxi, Chongqing and other provinces (cities), and gas utilization has entered a more efficient stage.

Fourth, major achievements have been made in the reform of the system and mechanism, and the supporting policies and mechanisms have been increasingly improved. In-depth implementation of the "Several Opinions on Deepening the Reform of the Petroleum and Natural Gas System" by the Party Central Committee and the State Council has further enhanced the market vitality in the upstream and downstream competitive sectors: promoted the competitive transfer of oil and gas exploration rights and block withdrawal, liberalized the oil and gas exploration and exploitation market, and allowed compliance with conditions Domestic and foreign companies in China have obtained oil and gas mining rights in accordance with regulations; the National Petroleum and Natural Gas Pipeline Network Group Co., Ltd. was established. The fair and open pattern of oil and gas infrastructure has been further consolidated, and the pipeline network system reform has achieved a milestone breakthrough.

The "Report" shows that during the "13th Five-Year Plan" period, China's natural gas continued to increase its utilization scale in areas such as people's livelihood, substitution of coal, and power generation to help the high-quality development of the industry. In the past five years, the national natural gas consumption has increased by an average of 27 billion cubic meters per year, with an average annual growth rate of 11%. Compared with coal with the same calorific value of new natural gas consumption, it has reduced carbon dioxide emissions by 570 million tons and sulfur dioxide emissions by 6.3 million tons.
