In order to revitalize the Gaza Strip, which has been devastated by war, Israeli Foreign Minister Rapide proposed a plan to rebuild the Gaza Strip on September 12, which will be submitted to the Israeli cabinet for deliberation. This approach has not effectively prevented armed groups in the Gaza Strip from launching attacks on Israel, and the Gaza Strip should be implemented with an "economy for security" policy, which "will bring stability to the border between Israel and the Gaza Strip."

Rapid’s plan to rebuild the Gaza Strip is divided into two phases: The first phase is to restore electricity, medical systems and transportation facilities in the Gaza Strip. In this phase, the Palestinian National Authority will restore control of the ports in the Gaza Strip; the second phase will implement large-scale infrastructure projects in the Gaza Strip, including the establishment of industrial zones, connecting the Gaza Strip with the West Bank, and encouraging overseas investment Wait. The Palestinian National Authority will regain complete control of the Gaza Strip.

Lapid pointed out that this does not mean that Israel will negotiate with the Palestinian Islamic Resistance Movement (Hamas) that controls the Gaza Strip. Israel believes that the representative of the Palestinian people is the Palestinian National Authority, not Hamas. He said that this plan will be completed with the participation of the Palestinian National Authority and Egypt and other regional countries.

Rapid said that he will submit this plan to the Cabinet for consideration. Israeli Prime Minister Bennett and Defense Minister Gantz have already expressed support for the plan. He has also discussed the plan with U.S. Secretary of State Blincoln, Russian Foreign Minister Lavrov, and relevant parties in Egypt and the European Union.

In 2005, Israel withdrew from the Gaza Strip and ended its 38-year occupation of the Gaza Strip. In 2007, Hamas seized actual control of the Gaza Strip, and Israel began to implement a complete blockade of the area, strictly controlling the entry and exit of personnel and materials.
