Significant results have been achieved in the construction of the foundation of the informatization support platform represented by 5G, the Internet of Things, dedicated transportation networks, and data centers. A new and traditional transportation infrastructure integration development pattern will be formed, and the scale and innovation level of smart transportation infrastructure will lead the country. A cross-modal information service system for the whole process of comprehensive transportation was initially established and promoted on a pilot basis. The integrated provincial-level information system has been fully completed, and the digital transformation and upgrading of industry governance has been extensively carried out. Realize the deep integration of new technologies such as 5G and Beidou in the transportation industry. Form a number of leading domestic smart transportation industries and realize industrial agglomeration.

Specifically, the following "six modernizations" goals need to be achieved.

Data platform integration. Complete the establishment of a data center for the transportation industry, form a complete and standardized comprehensive transportation industry information resource "general ledger", the Yangtze River Delta integrated data exchange and sharing work has been fully launched, and the communication private network "one network" is realized, and the application supports "a set of platforms" , The proportion of projects applying BIM technology in national and provincial key projects has reached 80%.

Digitalization of infrastructure. Complete the construction of a number of smart transportation infrastructure such as smart highways, smart railways, smart waterways, smart civil aviation, smart ports, and smart integrated hubs. Promote the construction of new, renovated and expanded highways and ordinary national and provincial highways simultaneously to carry out the construction of smart roads to achieve "incremental" quality upgrading. At the same time, focus on the riverside area, southern Jiangsu area, and Nanjing metropolitan area to complete the smart upgrade of existing roads More than 1200 kilometers, realize the "stock" potential and increase efficiency, and realize vehicle-road coordination on about 200 kilometers of roads. Focusing on promoting the Jiangsu section of the Beijing-Hangzhou Canal in the forefront of the development of inland waterway shipping in the country, complete the construction of the full-line smart channel of the Jiangsu section of the Beijing-Hangzhou Canal, and upgrade the existing channel to more than 700 kilometers, and realize the demonstration of autonomous navigation of ships under human intervention in key sections. .

Transportation services are fully chained. Create a digital travel assistant with the travel chain as the core, plan and develop all the villages to achieve accurate map navigation, complete the pilot of the travel as a service (MaaS) in the urban transportation field, and provide one-ticket/one-yard all-in-city travel services. The Xuzhou Metropolitan Area, etc., focused on completing inter-regional passenger connection pilots and promoting the entire “one-stop” service. It provides cross-modal and cross-regional logistics information services. Multimodal transportation information covers 70% of coastal and key inland ports along the river, and the utilization rate of electronic waybills for container transportation exceeds 85%, realizing the “one-to-order” service throughout the entire process.

Accurate industry governance. The integration of information systems has been fully completed, the digital transformation of industry governance has achieved remarkable results, global monitoring and collaborative management and control capabilities have been steadily improved, transportation and production standardization capabilities have been comprehensively established, safety risk perception and resolution capabilities have been greatly enhanced, and a new credit-based regulatory system has been initially established. The new transportation comprehensive law enforcement model of "integration + smart law enforcement + credit supervision" has been basically established. Government services have been implemented "online, handheld, and one-time", and a big data-assisted decision-making system has been formed around key areas.

Deepen the integration of innovation. Realize the continuous coverage of 5G in important routes and hub nodes, build 5G-V2X vehicle-road collaborative test areas and demonstration areas, and realize the popularization and application of 5G in the fields of production services and industry governance. Preliminary establishment of an efficient, intelligent and safe integrated transportation Beidou application system. Realize the popularization and application of high-scoring remote sensing in at least 5 fields, including transportation planning and engineering supervision. Preliminary realization of project quality traceability based on blockchain, transportation safety supervision, identity authentication, etc. Realize the widespread promotion and application of artificial intelligence in the fields of vehicle-road collaboration and autonomous driving, transportation infrastructure construction and industry governance.

Agglomeration of smart industries. Newly cultivated and constructed 2-3 national and ministerial R&D platforms, completed a batch of influential key technology researches in the industry, greatly improved the intelligent level of transportation tools, significantly enhanced scientific and technological innovation capabilities, and contributed to more than 70% of the progress in transportation technology . Professional and technical talents with senior titles account for 10%, and high-skilled talents account for 20%. To achieve popularization of practitioners for high-tech. Two new national and provincial digital transportation demonstration zones will be added to build the smart transportation industry in southern Jiangsu into an influential highland, and the province's smart transportation industry will rank among the top three in the country.

The "Plan" also puts forward the long-term goal of Jiangsu Province's smart transportation in 2035.

Looking forward to 2035, the overall development level of smart transportation will be among the best in the world. The smart transportation infrastructure is networked into pieces, and the digitization rate of the transportation infrastructure has reached 95%. The construction of smart roads covers 80% of the province’s expressways and 20% of ordinary national and provincial highways, and the construction of smart waterways covers 80% of the province’s trunk lines.
