As a major producer and exporter of traditional energy, Russia has continuously introduced policies and measures to promote the development of the new energy industry in recent years to promote low-carbon green transformation. According to Jiandao.com, in 2020, Russia's new energy production will exceed 1,000 MW, an increase of nearly 70% over 2019. In the past three years, this number has maintained continuous growth. According to the Russian government website, by 2035, the total state support for renewable energy projects will reach 360 billion rubles (1 U.S. dollar is about 73 rubles), and the renewable energy power generation capacity will exceed 12 GW. In order to give full play to the market mechanism, the Russian government will also issue green bonds subsidized by the state.

Located in the Russian Far East, Sakhalin Region is rich in oil and gas resources. In recent years, a number of renewable energy-based power projects have been promoted in the state. In the next three years, Sakhalin will build a batch of new wind power stations. At that time, it is estimated that 28% of the state's electricity will be provided by renewable energy sources. In the Chernyakhovsk Industrial Park in the Kaliningrad Region, an industrial complex with an investment of 24.7 billion rubles officially started in July. According to Russian media reports, Russia’s largest solar equipment manufacturing plant will be built here, and it will become one of the largest employers in the Kaliningrad Region. It is expected to provide more than 750 jobs for the region, which will increase to 1,150 in 2025.

At the same time, Russia is actively promoting international cooperation in the field of green energy. In 2019, the Italian national power company established a subsidiary in Russia to actively invest in the field of renewable energy, which currently includes wind farm construction and electric vehicle charging facilities business. The Danish wind power giant Vestas also entered the local energy market by establishing a production base in cooperation with local Russian companies. France, Germany, Austria and other countries are in contact with Russia on cooperation in the field of green energy such as hydrogen energy. The Russian National Atomic Energy Group Corporation is deploying wind power industry in Southeast Asia, Turkey and other places, and plans to achieve the group's overseas wind power plant project commissioning goal by 2024.

Recently, Russian Prime Minister Mishustin also approved a document on the concept of hydrogen energy development, stating that Russia will develop the hydrogen energy industry in three stages and build a hydrogen energy project industrial cluster integrating production and export. It is planned to be in 2024. The annual hydrogen supply is 200,000 tons. The government will provide financial subsidies and technical support for hydrogen energy industry clusters and electric vehicle charging infrastructure construction. Russian Deputy Prime Minister Novak said that under the general direction of reducing carbon emissions, Russia will try to improve energy efficiency as much as possible and reduce the impact of hydrocarbons on the environment.
