  • Focus on supporting industries that revitalize transportation, municipal, and other infrastructures to make up for shortcomings

In order to accelerate the realization of the goal of building a strong transportation country, open up the artery of economic development. A few days ago, Guangxi issued the "Three-year Action Plan for Promoting the Application of the PPP Model in Guangxi (2021-2021)", proposing to strive to increase the scale of new PPP projects by more than 30% each year, and by 2023, the scale of the district’s storage of more than 800 billion yuan, The overall goal is to achieve an overall implementation rate of more than 60%, and the goals and tasks of each districted city are decomposed.

One is to expand the scope of implementation. Explicitly expand the scope of PPP implementation, comprehensively promote the application of the PPP model in infrastructure and public service projects in the fields of higher education, cultural tourism, municipal water supply and sewage and garbage treatment, elderly care and medical care, sports, etc., and encourage technology, transportation, and water conservancy Infrastructure and public service projects in the fields of construction, forestry, ecological construction and environmental protection, comprehensive urban development, social security, old community reconstruction, agriculture and rural areas, etc., prefer the PPP model. Encourage all localities to use the PPP model to revitalize the stock assets, and focus on supporting the revitalization of transportation, municipal administration, environmental protection, water conservancy, warehousing and logistics and other infrastructure industries to make up for shortcomings and new infrastructure projects.

The second is to focus on the implementation of goals. On the one hand, the people's governments of various cities and counties (cities, districts) organize the finance, development and reform and relevant industry authorities at the same level to carry out project planning and screening, formulate a three-year work plan for local promotion and use of the PPP model in combination with actual conditions, and clarify the list of related projects. On the other hand, the relevant industry authorities of the autonomous region have studied and formulated work plans and support measures for the promotion of the PPP model in the industry, and coordinated and accelerated the implementation of PPP projects in key areas from the autonomous region level.

The third is to coordinate financial space. On the premise of strictly complying with the "red line" regulations related to the financial affordability of PPP projects, improve the quality of PPP projects and the efficiency of the use of financial support space. A city with districts can rationally coordinate the fiscal space within the city. In the process of project promotion, various localities can combine the project relevance, profitability and other factors to carry out the "fat and thin match" package and promote the project. Timely adjust projects that are slow in actual progress, difficult to implement, or have major changes in construction content and location, and return to the library in a timely manner. Projects that have no substantial progress for a long time and no longer adopt the PPP model in the next step will make room for financial support.

The fourth is to refine work measures. For new projects with government participation and suitable for adopting the PPP model, if the full implementation of the PPP model is not effectively implemented, the relevant budget expenditures, infrastructure investment, etc. will not be arranged in principle; new projects with government participation are implemented in the PPP model, through priority arrangement of financial subsidies and Infrastructure investment funds, rewards for preliminary work funds, and bonus points for project selection are given preferential support. Make full use of the PPP integrated information platform of the Ministry of Finance and the PPP project information monitoring service platform of the National Development and Reform Commission to strengthen information disclosure. The update cycle of project information in the preparation and procurement stage of the PPP integrated information platform management database of the Ministry of Finance shall not exceed 6 months; The update cycle of project information in the implementation phase shall not exceed 12 months. At the same time, it emphasizes standardizing PPP project performance management and strengthening risk prevention and control.

Fifth, increase financial support. On the one hand, increase work incentives. On the basis of the original financial support policies, further increase incentives. Every year, the cities, counties (cities, districts) and autonomous regions with the highest scores in the PPP work performance evaluation will be given to relevant industry authorities and PPPs. The advisory agency gave the notice. The autonomous region’s finance will award 20 million yuan to each of the top 5 districted cities and 5 million yuan to the top 20 counties (cities, districts) for PPP project-related expenses and separately when allocating government special bonds. Arrange a bond quota of 100 million yuan and 30 million yuan; reward 200,000 yuan for each of the top 4 PPP consulting agencies. For the relevant industry authorities of the autonomous region that actively promote the PPP model and have outstanding results, the autonomous region’s finances will give priority to the arrangement of related funding subsidies. On the other hand, grant PPP project financing landing subsidies. For regulated PPP projects that obtain fixed asset investment loans from banking financial institutions, and the first loan is drawn during 2020-2022, or through the issuance of corporate bonds, corporate bonds, medium-term notes and asset securities during 2020-2022 For direct financing of chemical products and other methods, the autonomous region’s finance will provide a certain amount of subsidies.
