On September 18, 2021, at the China Chief Economist Summit Forum held in Chengdu, PetroChina Southwest Oil & Gas Field Branch, Sinopec Southwest Oil & Gas Branch, Sichuan Energy Investment and Chengdu Eastern New District Management Committee signed a framework agreement Work together to build an oil and gas industrial park and help Sichuan and Chongqing build a natural gas production base of 100 billion yuan.

According to reports, the oil and gas industrial park will consist of a core park and multiple industrial incubation sub-parks. The core park is located in the Eastern New District, with six functional areas including oil and gas theory research, oil and gas technology research and development, engineering management consulting services, petroleum equipment manufacturing, green industry catalysis, and financial services. According to the plan, during the "14th Five-Year Plan" period, more than 10 large and medium-sized comprehensive energy companies at home and abroad will be introduced, more than 6 scientific research institutions will be cultivated, and 20 oil service technology companies will be stationed, covering the entire industrial chain of oil and gas upstream, middle and downstream, and accumulative investment 50 billion yuan.

A number of industrial incubation sub-parks will be set up in 10 cities and prefectures including southern Sichuan, northwestern Sichuan, and northeastern Sichuan in accordance with the principle of “one matter, one discussion, one park, one policy, one mature, one implementation, and one construction”. The industrial incubation sub-park will mainly rely on the transformation of project companies and the incubation of oil and gas theoretical research, process technology, and equipment manufacturing results in the core park.

The relevant person in charge of the Provincial State-owned Assets Supervision and Administration Commission stated that the contracted project is a new exploration to rely on the construction of major projects, give full play to their respective advantages, deepen cooperation between the central and local governments, and continuously strengthen the advantages of industrial development. From the perspective of the signatories, central enterprises such as PetroChina and Sinopec have long been responsible for ensuring national energy security and are leaders in the development of oil and gas resources. As a provincial state-owned enterprise, Sichuan Energy Investment has also actively strengthened cooperation with central enterprises and local governments in fields such as oil and gas exploration and development in recent years, and explored joint construction of a new mechanism for resource development and benefit sharing. This cooperation is bound to further expand the cooperation space and create a new situation for cooperation between the central and local governments.

The central and local joint construction of a new energy system is also an important topic of this forum. Since the "Twelfth Five-Year Plan", the central government's oil and gas cooperation methods have been led by central enterprises, provincial state-owned enterprises, local government equity participation, and single tax sharing. Provincial state-owned enterprises and local governments have no leading rights (holdings) in oil and gas resource development, no independent exploration and development, independent operation blocks, and no production capacity construction projects. According to the relevant person in charge of Sichuan Energy Investment, the next step will be to use the joint construction of oil and gas industrial parks as an opportunity to explore innovative models such as “provincial enterprise leadership, risk exploration, independent operation, and product sharing” to carry out oil and gas exploration and development business.

According to the "Jointly Promoting the High-quality Development Cooperation Agreement on Energy Integration of the Two-City Economic Circle in the Chengdu-Chongqing Region" signed by Sichuan and Chongqing, the construction period of the Sichuan-Chongqing natural gas production capacity of 100 billion cubic meters will be from 2020 to 2035, with a total investment of 710 billion Yuan, of which 270 billion yuan was invested in the "14th Five-Year Plan" period.

Data show that in 2020, the total output of natural gas in Sichuan and Chongqing will be 54.7 billion cubic meters.
