On September 23, 2021, China's first offshore oil field cluster shore power application demonstration project, a typical green energy project jointly promoted by China National Offshore Oil and State Grid Corporation of China, was completed and put into production. This is another major breakthrough that China has made in the field of shore power after the coordinated promotion of port shore power promotion and shore power onboard, marking another historic change in China’s offshore oil industry towards green, efficient, and intelligent development. One step.

Since 2018, CNOOC has worked with the national power grid to focus on the world’s offshore oilfields with the highest AC transmission voltage and the largest scale shore power project-the Bohai Oilfield shore power project. It has carried out technical research, explored construction models and business models, and promoted the self-generation of offshore oil and gas fields. The mode shifted to shore power supply mode, realizing a profound change in the way of energy use.

China’s first offshore oilfield cluster shore power application demonstration project, the first phase of the Bohai Oilfield shore power project, mainly includes the construction of two 220 kV switch stations in Leting, Hebei and Caofeidian, 32-6 in Qinhuangdao and 11- in Caofeidian. 1 The oilfield cluster has built two power hub platforms, and strives to make these two oilfield clusters a pioneering model for green and low-carbon development strategies, and promotes the "world name card" of the transformation and development of energy and the upgrading of offshore oilfield development models.

According to the plan, the shore power application project will be implemented in three phases. 5 land switch stations and 8 offshore power supply hub platforms will be built in Hebei, Shandong, and Liaoning, with a total access scale of 980 MW, covering 7 oil fields in the Bohai Sea. Power grid for more than 150 production facilities in the area. The project will be fully put into production in 2023. In the future, 70% to 80% of the new oilfields in the Bohai Oilfield will be developed using shore power. This will lay a solid foundation for the Bohai Oilfield to produce 40 million tons of oil equivalent, which is of great significance for improving domestic crude oil supply capacity and ensuring national energy security.

As my country's largest offshore oilfield, Bohai Oilfield has always used the extracted oil and gas as raw materials and imported generator sets to achieve self-sufficiency in offshore electricity use. Compared with land-based power generation equipment, offshore generator sets have scattered layout, small installed capacity, low power generation efficiency, and low economic and environmental effects.

After all shore power projects are put into use, peak electricity consumption will reduce crude oil consumption by 175,000 cubic meters and natural gas consumption by 2.38 billion cubic meters each year, which is equivalent to adding a large and medium-sized oil and gas field. At the same time, compared with self-generated electricity, peak electricity consumption can save about 1 million tons of standard coal annually and reduce carbon dioxide by nearly 1.75 million tons, which is equivalent to planting 175 million trees. Moreover, as the proportion of renewable energy connected to the Internet continues to increase, the carbon reduction effect will become more obvious.

The implementation of shore power projects will also completely change the situation of high power supply costs, insufficient power supply reliability, and high maintenance costs of imported generator sets in the “self-generation mode” of offshore oilfields in the past. This will effectively shorten the construction period and commissioning period of offshore oilfield projects, thereby lowering the economic "threshold" for the development of marginal oilfields and speeding up the construction of oil and gas production capacity.
