The declared projects are mainly divided into engineering construction and management science projects. (3) The field of transportation informatization and "new infrastructure". The declaration conditions are these

(1) The project should have independent intellectual property rights, respond to the industry's scientific and technological research needs, carry out basic and forward-looking theoretical research or frontier, applied basic research and common key technology research and development, which will support and lead the development of transportation modernization in our province.

(2) The person in charge of the project should have a senior professional title or a doctoral degree. As the person in charge, he can undertake at most two science and technology projects in the same year. For those two projects that have not been completed, or one project is overdue for one year (due to the project Except for special factors such as postponement and changes have been processed), they shall not be the first three of the newly declared items.

(3) The total number of project researchers is generally not less than 7 and not more than 15.

(4) The first application unit of the project must stamp and confirm on the project application form. Offices of government agencies can be used as centralized management units, not as undertaking units; if an enterprise is the first reporting unit, the R&D self-raised funds shall not be lower than the supplementary funds of the application department.

(5) The first application unit of the project must provide a project budget table (see Annex 2, which should meet the relevant requirements of the "Methods for the Management of Funds for the Transportation Science and Technology Plan of Henan Province") and a self-raised fund commitment letter (see Annex 3).
