On June 10, 1975, Premier Zhou Enlai gave an important instruction to the telecommunication of "A large coal field found at the junction of Jilin Province and Inner Mongolia" published in Xinhua News Agency’s "Domestic Dynamics Clearance": "Comrades first: This matter is true. , The hands are too slow, the scale is too small, and the speed is too slow. Please find out and submit it to the Planning Commission for discussion." Vice Premier Li Xiannian of the State Council instructed: "Send to the Planning Commission." In 1976, Jilin Province established the Huolinhe mining area headquarters. In May 1977, the State Planning Commission listed the Huolin River as a national key construction project.

On March 10, 1978, with the approval of Hua Guofeng, the State Council and the Central Military Commission approved the establishment of the 44th Detachment (Division) of the Infrastructure Engineering Corps with Document No. 35 [1978] of the State Council and the Central Military Commission. Basic construction tasks. The numbers of the battalion were the 431st, 432th, 433rd, and 434th battalions of the Basic Construction Engineering Corps of the Chinese People's Liberation Army. The detachment headquarters and the 431rd and 432nd Brigade are stationed in Zalut Banner, Jilin Province; the 433rd Brigade is stationed in Teng County, Shandong Province; the 434th Brigade is stationed in Gujiao, Taiyuan City, Shanxi Province. On March 24, 1978, the Ministry of Coal (78) Meibingzi No. 282 filed the "Specific Opinions on the Establishment of the Capital Construction Engineering Corps in the Huolinhe Mining Area of Jilin Province."

The Infrastructure Engineering Corps, the Ministry of Coal and the Jilin Provincial Party Committee attach great importance to the formation of the 44th Detachment. On May 9, 1978, Li Renlin, director of the Infrastructure Engineering Corps, summoned Han Zhilian, Wang Tingyuan, Liu Yaoli, and Liu Hongxin, deputy directors of the Coal Department Office of the Infrastructure Engineering Corps, to study the reorganization of the 44th Detachment. Director Li Renlin said: "The construction of the Huolinhe mining area was personally approved by Chairman Hua Guofeng of the Central Committee of the Communist Party of China. It is very important. We must build the army well, start construction and production as soon as possible, and make contributions to the realization of the four modernizations." In order to strengthen the technical backbone, the Ministry of Coal transferred 70 open-pit professional cadres and 400 skilled workers from the Fushun Mining Bureau; the Jilin Provincial Party Committee transferred 1500 various skilled workers from the province’s farming; the Ministry and the province assigned 23 college graduates Health; arms transferred from the old army to 662 cadres and soldiers; 3254 new recruits.

After more than half a year of hard work, the formation has come to an end. After three batches of review and approval, 4258 workers joined the army, including 511 female soldiers, 585 cadres joined the army, 662 old troops and 3254 conscripts, totaling 8,759. The three major departments of the Detachment Command, the Political Department, and the Logistics Department and various functional departments have clarified the scope of their respective duties and started office operations.

On October 7, 1978, the inaugural meeting of the 44th Detachment of the Infrastructure Engineering Corps was solemnly held. The head of the Shenyang Military Region attended the meeting and, on behalf of the Central Military Commission, awarded division-level flags to the 44th Detachment and regimental flags to the 431st and 432nd Groups. Li Kuisheng, Vice Minister of the Ministry of Coal, read a congratulatory message on behalf of the Party Group of the Ministry of Coal, and expressed his warm congratulations on the establishment of the 44th Detachment.

The Huolinhe mining area was originally under the jurisdiction of the Zhelimu League of Jilin Province. In July 1979, the Zhelimu League was returned to the Inner Mongolia Autonomous Region. The prefecture-level Zhelimu League was subsequently abolished and the prefecture-level Tongliao City was established, under the jurisdiction of Horqin District and Huolin Gol City and so on.

On December 10, 1979, the Infrastructure Engineering Corps approved the Ministry of Coal, placing the 434th Group under the 44th Detachment into the 42nd Detachment and the 433rd Group to the 43rd Detachment. Change of affiliation on January 1, 1980.

In order to meet the needs of the construction task of Huolinhe Coal Mine, on March 25, 1980, the State Council and the Central Military Commission approved the document No. [1980] No. 74 of the State Council and the 44th Detachment to form an automobile brigade. "Brigade" is responsible for the transportation of engineering materials and equipment required by the Huolin River mining area, and has played an important role in ensuring the engineering and living materials.

Due to the needs of national economic adjustments, on March 19, 1981, the State Council and the Central Military Commission issued a reply with Guofa [1981] No. 5, agreeing to the report on the abolition of the 44th Detachment of the Infrastructure Engineering Corps. On April 17, Li Qingshou, director of the Coal Command Headquarters, led a working group to Huolinhe to organize and implement the cancellation of the 44th Detachment, which ended on June 30.
