Recently, CITIC Construction won the bid for the first and second phases of the Iraqi Hayilat Heavy Oil Power Plant. Yang Jianqiang, executive deputy general manager of CITIC Construction, held a meeting with Mazin Wajih, chairman of Harlow International, in the Dubai representative office and accepted the "Project Winning Letter" issued by him. The two parties signed the meeting minutes on the next step of the project and agreed to sign a formal EPC contract before the end of October 2021. The estimated value of each phase of the project is approximately US$2.85 billion.
The Heilat Heavy Oil Power Plant is located in the Karbala Province in south-central Iraq, about 100 kilometers from the capital Baghdad, next to the Karbala Refinery, and uses its by-product heavy oil as fuel. The total installed capacity of the project is 8 400MW units, 4 units will be built in each phase and put into production in batches. As the EPC general contractor of the project, CITIC Construction will be responsible for the design, procurement, construction, installation, commissioning and ten-year paid operation and maintenance services of the project, and assist in solving the project financing on the premise that the owner obtains the Iraqi sovereignty guarantee letter. After the project is completed, it will become an energy hub in the capital region, which is of great significance to the reconstruction of power supply for Iraq’s post-war industry, alleviating the power shortage of residents in central and southern Iraq, improving people’s livelihood and ensuring social stability.
