A few days ago, Hangzhou's comprehensive transportation special plan (2021-2035) (hereinafter referred to as the "plan") was approved by the municipal government. The "Planning" puts forward the goal of building a world-class modern integrated transportation system, further strengthening the coordination of the city area, building a comprehensive transportation network with urban-rural coordination, regional coordination, high-efficiency connectivity, and smooth internal and external connections, and promote the improvement of the city's comprehensive energy level and core competitiveness, and help " Greater Hangzhou, high quality, and common prosperity".

The "Plan" is divided into 14 parts, including general principles, transportation development strategies and strategies, and safeguard measures. The planning scope covers the whole city of Hangzhou. The short-term plan is to 2021-2025, the long-term plan is 2026-2035, and the long-term outlook is to 2050. There are specific expressions on important aspects of Hangzhou's external transportation, urban transportation, hub system, public transportation, pedestrian and non-motorized vehicle transportation, road network, parking system, tourist transportation, smart transportation and recent construction.

The relevant person in charge of the Hangzhou Municipal Planning and Resources Bureau said, "'Outward', we need to achieve fast, direct and efficient connections with major cities across the country and the world;'Inward', we need to build an efficient urban transportation network system to support the'one core'. The new spatial pattern and energy level of Jiuxing' city will be improved to build a smart and green quality paradise city." In terms of passenger transportation, the "Planning" proposes to form a "national 123 travel traffic circle" by 2035: that is, one hour commute to Hangzhou metropolitan area. It is accessible within 2 hours from Hangzhou to major cities in the Yangtze River Delta and 3 hours from Hangzhou to major cities across the country. In terms of freight, the "Global 123 Express Cargo Flow Circle" and the world's first-class express delivery capital will be built, and the domestic express parcels will be delivered within one day.

It is worth mentioning that the "Plan" further focused on "energy saving and carbon reduction" to guide the green and low-carbon transformation of transportation.

The relevant person in charge of the Hangzhou Municipal Planning and Resources Bureau said, “We first optimize the spatial structure and land use layout, guide the evacuation of the population in the core urban area to the nine major star cities, and the new inflow population from the city to gather in the nine major star cities, solving the challenge of job-living balance. Reduce the total traffic demand in core urban areas from the source."

In general, the plan is to arrange urban ground transportation facilities and resource allocation in the priority order of pedestrians, non-motorized vehicles, buses, trams, and small buses, speed up the “triple network integration” of rail, bus, and slow traffic, and improve the overall urban comprehensive transportation network. Efficiency, strive to control the average commuting time of 95% of residents within 40 minutes on a working day by 2035. At the same time, it proposes to pilot the designation of "green logistics zone" and "low emission zone" in the core urban areas of the city to promote carbon reduction and emission reduction in the transportation sector.

The “Planning” also provides guidance for the long-term planning and control of major transportation infrastructure in Hangzhou.

As for the airport, the airport clearance and electromagnetic environment of Hangzhou Xiaoshan International Airport will be strictly protected, the T4 terminal building will be continued, and the third and fourth runways and the east and south cargo areas will be newly built. Focus on the development of direct flights to Europe and the United States, and increase the number of flights in Southeast Asia and Northeast Asia. By 2035, there will be more than 100 international destinations, and the proportion of international passenger throughput will increase to more than 20%, achieving an annual passenger throughput of 90 million passengers and an annual cargo and mail throughput of 2.3 million tons.

In terms of railways, a “five mains, one air and multiple supplements” railway passenger transport hub system will be built. Including Hangzhou East Railway Station, Hangzhou West Railway Station, Hangzhou Railway Station, Hangzhou South Railway Station, Jiangdong Railway Station (Qiantang Station) 5 main passenger stations, Xiaoshan Airport Station is an air-rail intermodal station, and auxiliary passenger stations such as Yuhang Station and Linping North Station. In response to the requirements of the "Multi-level Rail Transit Planning in the Yangtze River Delta", Hangzhou West Railway Station strives to develop into an I-type hub.

In terms of rail transit, by 2035, the total mileage of the urban rail transit network in the urban area will reach more than 1,100 kilometers, and rail transit will become the main body of public transportation. By improving the urban (suburban) railway network and rail express network, urban general line network, and area local line network, promote the integrated development of urban areas, the rapid linkage of core urban areas and nine star cities, and meet people's diversified rail travel needs.
