The main content of the plan

(1) Main goals

Combining with the actual situation of the autonomous region, based on the summary and evaluation of the implementation of the "13th Five-Year" water conservancy development plan, adhere to problem-oriented and goal-oriented, accurately grasp the main problems and gaps in water conservancy development, and reasonably determine the "14th Five-Year" water conservancy development Target indicators. By 2025, the four major systems of flood and drought disaster prevention, water resource conservation and optimization, water resource protection and river and lake health protection, and water affairs supervision that meet the requirements of economic and social development and ecological civilization construction will be basically completed. The sustainable economic development of the autonomous region provides more solid water conservancy support and guarantee. (2) Main tasks

1. Improve the comprehensive flood control and disaster reduction system for rivers. Continue to advance the preliminary work of the third-phase flood control project of the Inner Mongolia section of the Yellow River, strive to start construction during the "14th Five-Year Plan" period, and improve the Yellow River flood control and disaster reduction system. Speed up the construction of small and medium-sized river treatment projects, so that the treated river reaches basically meet the flood control standards determined in the plan. During the "14th Five-Year Plan" period, the newly-added treatment length is 1491km. Speed up the implementation of 3 large and medium-sized dangerous reservoirs including Kundulun, Batuwan, and Hangari, and further advance 38 small and dangerous reservoirs including Erniu Bay and Sujigou. Improve the construction of hydrological monitoring station network and raise the level of automated monitoring.

2. Optimize the allocation pattern of water resources. Speed up the construction of key water source projects. Accelerate the construction of the reservoirs under construction in Dongtaizi, Honggeer, Maodu, Humbergou, Longsheng, Qijiaying, and strive to build them during the "14th Five-Year Plan" period, and strive to improve the capacity of water resources regulation and storage. Actively promote a number of key water source projects such as Gahai Mountain to enhance urban and rural water supply guarantee and emergency response capabilities. Implement a batch of major water diversion projects. Accelerate the construction progress of Yinchuo-Jiliao Project, actively promote the preliminary work of Yinchuo-Jiliao Phase II and lxb water supply Inner Mongolia branch project, and strive to start construction during the "14th Five-Year Plan" period, give full play to project benefits, and promote high-quality regional development. We will thoroughly do a good job in the preliminary demonstration work of the Nenen Jixi (Huo) Project, promote the construction of the project as soon as possible, and ensure the safety of water supply in the Xilin Gol League and its surrounding areas.

3. Further consolidate the foundation of rural water conservancy. During the "14th Five-Year Plan" period, the continuous construction and water-saving transformation of large and medium-sized irrigation areas such as Hetao and Tikou will continue to be implemented. Improve the system of irrigation and drainage facilities and increase the efficiency of water transmission and distribution. Accelerate the construction of field projects in the Inner Mongolia irrigation area downstream of the Nierji and Chaole water conservancy projects. Further implement the consolidation and improvement of rural drinking water safety, increase the rate of centralized water supply and tap water penetration in rural areas, improve rural water supply conditions, and consolidate the results of poverty alleviation.

4. Strengthen the protection of water resources and the health protection of rivers and lakes. Implement the most stringent water resources management, based on water demand and quantity. Adhere to the principle of giving priority to conservation and protection, and combining natural restoration with governance and restoration, strengthen water ecological protection and restoration, improve the ecological environment of rivers, lakes and groundwater, and effectively control key groundwater over-exploitation areas. Promote the protection and restoration of important river and lake ecosystems such as the Xiliao River, Wuliangsuhai, Daihai, Dongjuyanhai, Hasuhai, and Dali Nuoer Lake; strengthen comprehensive management of soil erosion, and promote ecologically clean small watersheds, sloping farmland, and northeastern black watersheds. The construction of land water and soil erosion management, actively promote the management of the top ten holes of the Yellow River and the management of the concentrated source areas of the Yellow River's sandy and coarse sandy areas, and carry out the water system connection and the comprehensive management of the rural water system according to local conditions.

(3) Planning project situation

The plan is based on the principle of “definite need, ecological safety, and sustainability”, and under the premise of scientific demonstration, focus on building a number of major water conservancy projects that lay the foundation, manage the long-term, promote development, and benefit the people’s livelihood, and strengthen the construction of highlighting weak links , Improve the water conservancy infrastructure network. There are 515 water security planning and construction projects during the 14th Five-Year Plan, with an investment of 111.3 billion yuan. According to the Ministry of Water Resources' principle of screening projects, the projects are divided into three categories:  A, B, and C: Category A refers to projects with basically clear investment channels, which can generally be implemented during the planning period; Category B refers to actively promoting preliminary work during the planning period and waiting for investment channels Projects that can be started after implementation; Category C is for projects that require further research, demonstration, and implementation of construction conditions, funding channels, and timely approval of construction.

1. A total of 312 projects with a total investment of 178.9 billion yuan, of which 90.1 billion yuan was invested during the "14th Five-Year Plan" period. Among them: 35 key projects with an investment of 143.1 billion yuan, mainly including the already started projects such as the Yinzhuo Jiliao, Dongtaizi project lxb water supply Inner Mongolia branch project, and the third phase of the Yellow River flood control project. There are 277 general projects with a total investment of 35.7 billion yuan, which mainly include medium-sized reservoir projects such as Humbergou and Gahaishan that have been started or approved, and rural drinking water safety projects with investment channels, soil and water conservation projects, important tributaries, small and medium-sized rivers, and mountain torrents. Ditch management, water system connection and comprehensive treatment of rural water system, large and medium-sized reservoirs, risk elimination and reinforcement projects, water conservancy information construction and other projects.

2. There are a total of 203 Type B projects, with a total investment of 61.2 billion yuan, and 21.1 billion yuan during the "14th Five-Year Plan" period. Among them: 13 key projects, with a total investment of 32.4 billion yuan, mainly including the construction of the Alxa emergency flood diversion area, the resettlement of the Yellow River floodplain, the comprehensive management of Heihe, and the comprehensive management of Hongjiannao. There are 190 general projects with an investment of 28.7 billion yuan. It mainly includes projects such as small reservoirs and medium-sized sluices for which the state has not yet clearly defined investment channels, such as danger elimination and reinforcement, drought-resistant emergency water sources, flood control and drainage enhancement, water source construction up to standards, groundwater over-exploitation area management, and water supply pipeline network transformation.

3. There are 193 C-type projects with a total investment of 67.7 billion yuan. Among them, 12 are key projects, with an investment of 9.9 billion yuan, mainly including projects such as the Dali Nuoer treatment project and the Gan River Yangshui Irrigation District. There are 181 general projects with a total investment of 57.8 billion yuan. Mainly include: new water source projects, planned large and medium-sized irrigation district projects, small reservoir projects with restricted conditions or insufficient preliminary work, small water diversion projects, mountain torrent disaster prevention, reservoir scrapping, new flood detention areas, and water systems that currently do not meet the national investment requirements Connected projects, etc.

The expansion of investment scale promotes the rapid implementation of major water conservancy projects. Water resources utilization efficiency and benefits have been significantly improved, urban and rural water supply security has been significantly enhanced, the ecological environment of key rivers and lakes has been significantly improved, water conservancy projects have achieved significant results in shortcomings and upgrades, and water-related affairs supervision and risk prevention and control capabilities have been comprehensively enhanced.
