On October 13, 2021, China Communications Third Aviation Engineering Bureau Co., Ltd. held a cadre meeting and announced that the Party Committee of China Communications Group announced the decision to adjust the leadership of the Three Aviation Bureau:

Gong Hai served as the director, deputy party secretary and general manager of China Communications Third Navigation Engineering Bureau Co., Ltd.; Ji Zhenxiang served as vice chairman (M10 level) of China Communications Third Navigation Engineering Bureau Co., Ltd., and executive deputy leader of the preparatory group of China Communications Offshore Wind Power Co., Ltd. ; Removal of the positions of Deputy Secretary of the Party Committee, Party Committee Standing Committee, Party Committee Member, and General Manager of the Third Navigation Engineering Bureau Co., Ltd., and the appointment and removal of relevant positions shall be handled in accordance with relevant laws and regulations.

Ji Zhenxiang served as deputy general manager of the China Communications Third Aviation Administration and other positions. On March 11, 2020, the China Communications Third Aviation Administration held a cadre meeting, and the China Communications Construction Party Committee announced that Ji Zhenxiang was appointed as the general manager and deputy party secretary of the China Communications Third Aviation Administration. This time, Ji Zhenxiang served as the vice chairman (M10 level) of China Communications Third Navigation Engineering Bureau Co., Ltd., and the executive deputy leader of the preparatory group of China Communications Offshore Wind Power Company.

Gong Hai previously served as Executive General Manager of the Project Management Division of China Communications Group.
