The first phase project of Xuzhou Urban Rail Transit Line 4 starts from Qiaoshangcun Station at the intersection of Daxue Road and Zhujiang West Road, along Daxue Road, Third Ring South Road, planned central vitality area roads, Hanyuan Avenue, Chang'an Avenue, Baolian Avenue The laying of Temple Road and Pantaoshan Road ends at Tuolanshan Road Station. The total length of the line is 26.2 kilometers. The start and end points are reserved for the second phase extension. A total of 19 stations are set up on the whole line, all of which are underground stations. The total project investment is about 18.47 billion yuan, and the construction period is expected to be 5 years.

According to reports, the first phase of Xuzhou Urban Rail Line 4 will be included in the National Development and Reform Commission's "Approval of the Second Phase of Urban Rail Transit Construction Plan (2019-2024) in Xuzhou, Jiangsu Province" by the National Development and Reform Commission in 2020.
