Qinghai announces plan to build a national renewable energy industry highland

The photovoltaic power generation industry in Northwest China has developed vigorously in recent years. On the vast floodplain, photovoltaic panels stand on the ground. A few days ago, the People's Government of Qinghai Province and the National Energy Administration issued the "Qinghai Action Plan for Building a National Clean Energy Industry Highland (2021-2030)" (hereinafter referred to as the "Plan"), the main contents of which are as follows.

The "Plan" clarifies that by 2025, Qinghai Province will begin to take shape in the construction of a national clean energy industrial highland, and the construction of a clean energy base in the upper reaches of the Yellow River will advance steadily. The proportion of clean energy installed capacity, the proportion of power generation, and the proportion of primary energy consumption have further increased, and the country's leading position in the development of clean energy has further improved.

 By 2030, the national clean energy industry highland will be basically completed, the zero-carbon power system will be basically completed, and the output value of photovoltaic manufacturing and energy storage manufacturing will exceed 100 billion. Peak and carbon neutral targets make "Qinghai contribution". To this end, during the "14th Five-Year Plan" period, Qinghai Province will take a series of actions to build a national clean energy industry highland.

Clean Energy Development Action

Construction of the Republic of Hainan Prefecture, Tongde, Guinan, Xinghai, Haixi Prefecture of Golmud, Mangya, Delingha, Dachaidan, Ulan, Dulan Nuomuhong, Haibei Prefecture Gangchazha Suhe, Hot Water, Qi New energy parks in Lian, Haiyan Ketu, Jianzha, Huangnan Prefecture and other places have implemented source-network-load-storage integration and multi-energy complementary projects.

 Construction of Mardang, Yangqu, Ciha Gorge, Erduo hydropower stations, construction of Laxiwa and Lijiaxia hydropower station expansion projects, and preliminary demonstrations of conventional hydropower expansion projects in the Ningmute Hydropower Station and Longyangxia-Qingtongxia section. Focus on the deployment of solar thermal power generation projects in Haixi Delinghaxi Export, Wutu Meiren, Hainan Gonghe and other places. 

Construction of a new power system

The backbone of the province’s main power grid will construct Yuka-Tuosu, Riyueshan-Qingshan double-circuit 750kV lines, and study and promote the construction of 750kV power transmission and transformation projects such as Wutu and Hongqi. Construct the second 330kV line from Yushu to Guoluo. Implementation of power distribution network and agricultural and pastoral area power grid consolidation and upgrading projects. Construct the Northwest Regional Power Regulation and Storage Center, the third circuit from Guolong to Wusheng, and study the promotion of the Antelope to Ruoqiang double circuit 750 kV line.

Construction of power transmission channels, Qinghai-Henan ±800 kV UHV DC project phase II supporting clean power supply. Study and demonstrate the second UHV DC transmission project in Qinghai, and according to the progress of the second channel, carry out research and demonstration of the third UHV DC transmission project and supporting power supply projects in a timely manner.

Clean Energy Alternative Action

Promote the replacement of electrolytic aluminum and clean electric energy in general manufacturing. Promote blast furnace to electric furnace in the steel industry and clean energy smelting. Promote clean heating and build a pilot city project for clean heating in winter in northern Haixi Prefecture. Promote clean heating projects in the Sanjiangyuan area, and build clean heating demonstration counties in Gonghe, Tongde, Xinghai, Guinan and Henan. Implement clean heating renovation projects in Xining, Haidong and other areas.

Build urban charging and swapping infrastructure, and promote the electrification of new vehicles for official vehicles, buses, taxis, and municipal vehicles in districts and cities. Guide the electrification of long-distance buses, trucks, mining vehicles, and family vehicles.

Energy storage diversification to create action

Construction of large-scale energy storage projects for cascade power stations on the upper reaches of the Yellow River. Construct Longyangxia to Laxiwa, Yangqu to Longyangxia cascade energy storage pumping stations, and reversible unit energy storage projects. Construct Guinan Walang, Golmud Nanshan Pass, and Mardang pumped storage power stations, and carry out preliminary demonstrations of other pumped storage sites such as Gonghe Duolong.

Construct electrochemical energy storage power stations on the power supply side, grid side, and user side, construct new-type energy storage demonstration projects, and carry out pilot projects of new-type energy storage projects such as compressed air.

Industrial upgrading promotion action

Expand the scale of industries such as photovoltaic manufacturing and energy storage batteries, with the output value of energy storage and photovoltaic manufacturing exceeding 100 billion yuan each, introduce new energy automobile equipment manufacturing, and develop green high-load energy industries such as big data and blockchain.

Participate in national carbon market transactions, guide the transfer of eastern and central export industries to Qinghai, carry out demonstration actions of low-carbon and zero-carbon industrial products, low-carbon and zero-carbon foreign trade products, and create a green and zero-carbon industrial park.

According to the latest statistics, the scale of China's wind and photovoltaic industries is accelerating, and the share of clean energy power generation in total power generation continues to expand. As of the end of 2020, Qinghai’s total installed capacity of clean energy reached 36.38 million kilowatts, and Qinghai’s Hainan and Haixi regions reached 18.41 million kilowatts and 10.43 million kilowatts, respectively.
