A few days ago, the results of Sichuan’s 18.7 billion expressway winning bids were released. The G4218 line Kangding to Xinduqiao section of the expressway and the S434 line of the Jakareng tunnel new construction PPP project of the social capital of the PPP project has been announced. It is led by Sichuan Tibetan Expressway Co., Ltd. and China Railway Urban Development Investment Group Co., Ltd. Sichuan Chuanjiao Road and Bridge Co., Ltd. formed a consortium and won the bid for the project, with a bid price of 18.7 billion yuan.

Expressway subproject from Kangding to Xinduqiao section of G4218 line

The highway from Kangding to Xinduqiao section of the G4218 line is a component of the "National Highway Network Planning (2013-2030)" G4218 connecting line "Ya'an-Yecheng" expressway, and is part of the "Sichuan Province Expressway Network Planning (2014-2030)". 2030) "Chengdu-Kangding-Tibet Expressway is a component of the expressway between the inland and Tibetan areas. It is of great significance to improve the traffic safety of the Sichuan-Tibet Passage, enhance the emergency support capability, and ensure national security, and to consolidate the frontier national defense.

The starting point of this sub-project is the Kangding Yulin, Kangding Transit Section Expressway connected to the G4218 line, passing through Podiaofang, Daqiaowan, Zheduotang, Maojiagou, Dacaoping, Ertaizi, and Zheduoshan tunnel (8427m) crossing the ridge , Passing through the pond mud dam, water bridge, Maiba, and Waze, set up a tunnel to bypass the Xinduqiao Town Planning Area, and stop at East Eluo, Xinduqiao Town. The Zheduoshan Tunnel of the G318 line is used as the right half of the expressway, and finally a double-hole tunnel is formed through Zheduoshan. Main control points: Yulin, Zheduoshan, Xinduqiao.

The length of the route is 79.15 kilometers, and the estimated total investment is about 16.457 billion yuan. The design speed is 80 km/h, and the roadbed is 25.5 meters wide. The construction period shall start from the date of commencement to the date of acceptance of the work, and shall not exceed the approved construction period.

Subproject of the new construction of the S434 Jakareng Tunnel

The S434 line is one of the important tourist routes in Ganzi Prefecture. It connects the Kangba-style tourism area represented by the "Chinese Love Song City" and the natural wonder tourism area represented by Hailuogou Glacier. Among them, Kangding-Moxi -Luding-Erlang Mountain Tunnel from the west exit to Chengdu is listed as the East Ring Line of the two major ring lines under construction. The Jacaranda Tunnel is a controlled project for the S434 line to pass through the Jacaranda Pass. The construction is difficult and the construction period is long. Its implementation will affect the progress of the reconstruction of the Provincial Highway 434. In order to meet the requirements of the "Master Plan for Yanzigou Town (Ganzi New District) of Luding County (2019-2030)" and realize rapid and all-weather traffic between Kangding City and Ganzi New District, the Ganzi Prefecture Government decided to speed up the construction of the S434 line of the Yajiageng Tunnel Advance the work.

The design starting point of the Jacaranda tunnel project is connected to the existing S434 line. The tunnel entrance is controlled by altitude and geological conditions. It is about 13km away from the Kangding New Town turntable. The design starting point is DK12+550=K15+944.683 (the existing S434 line). The design end point of the Jacaranda tunnel project is connected with the existing S434 line. The design end point is mainly controlled by the tunnel exit altitude and geological conditions. It is located near the Yajia Qinghai, about 26km from the northern end of the Ganzi New Area, and the end station number is K23+950=K39 +705.323 (existing S434 line).

The total length of the route is 11.40km, and the estimated total investment is about 2.24 billion yuan. It adopts secondary road technical standards, with a design speed of 60km/h and a roadbed width of 10m. The construction period shall start from the date of commencement to the date of acceptance of the work, and shall not exceed the approved construction period.

The total investment of this project is about 18.697 billion yuan, of which the estimated total investment of the G4218 line Kangding to Xinduqiao section expressway component is about 16.457 billion yuan, and the estimated total investment of the S434 line Jakareng tunnel new construction subproject is about 2.24 billion yuan.

The cooperation period of this project is 35 years [including construction period and operation period (including toll period)]. The construction period of the highway subproject from Kangding to Xinduqiao section of G4218 line is expected to be 5 years, and the maximum toll period of this subproject is 30 years.
