Recently, the first pile of the Anluo Expressway SG-1 Biaowei River Bridge constructed by China Railway Third Bureau was successfully drilled, which marked the official start of the construction of the Anluo Expressway project in Neihuang County.

Anluo Expressway

It is understood that the Anluo Expressway (Anyang to Luoshan) is one of the 12 north-south vertical lines planned for the expressway network in Henan Province. The Anyang section is 87 kilometers long, of which the Neihuang section is 27.1 kilometers long, with a total investment of 3 billion yuan, a design speed of 120 kilometers per hour, two-way six lanes, a roadbed width of 34.5 meters, and a construction period of 3 years. The project involves Neihuang County, covering an area of approximately 210.53 hectares, passing through 29 villages in 6 townships including Tianshi Town, Dougong Town, Gaodi Township, Bocheng Town, Jingdian Town and Er'an Town, involving 2081 households. Among them, the four townships of Gaodi Township, Jingdian Town, Tianshi Town and Er'an Township have a heavier land acquisition task.

In early March 2021, Neihuang County established the Anluo Expressway Construction Headquarters with the main leaders of the county government as the commander, and transferred relevant personnel from the county departments to form an Anluo Expressway promotion team. In the early stage, the headquarters formulated land acquisition compensation policies in accordance with laws and regulations, comparing surrounding areas, combining actual conditions, and focusing on fairness, and issued compensation standards for young crops, appendages, and buildings. The towns and villages have completed various preliminary work together. The headquarters adheres to the weekly meeting system and special teams are responsible for advancing. A large number of preliminary work has been carried out such as land filing approval, fund reconciliation, delimitation of disputed areas, social stability investigation, land acquisition compensation income and expenditure reckoning, etc., and has repeatedly communicated with the provinces, The municipal transportation department, the owner, and the construction party negotiated the docking and coordinated related issues. The land acquisition and obstacle clearance were fully rolled out in September.

At present, the first batch of compensation for land acquisition and demolition (green crops, trees, buried pipelines and other above-ground and underground attachments other than buildings and structures) has been allocated by the county to all towns in September. Significant results have been achieved in the settlement and payment of household accounts in 6 townships. Among them, Jingdian Town has completed, Er'an Town, Bocheng Town, and Dougong Town are undergoing clean-up work, Gaodi Township has completed 94%, and Tianshi Township has completed 94%. Almost 90% has been completed, and it is expected to be completed before October 28. Excavation of the red line boundary ditches of land acquisition, handling of point-based construction procedures, evaluation of special crops, structures, and design of power and communication line relocation schemes, borrowing yard planning, resolution of remaining problems, and investigation and rectification of hidden hazards in letters and visits are in progress.

The yellow section of Anluo Expressway is in the shape of a spoon, starting from Litun Village in Tianshi Township in the north, 6 kilometers south into Anyang County, and from Anyang County into Xiyuan Village of Gaodi Township (crossing Weihe and Tanghe) to Bocheng Town, Er'an Town, Chujingdian Town. Anluo Expressway has 4 upper and lower crossings in the county and near the county boundary, two upper and lower crossings within the county and two indirect service crossings within 5 kilometers of the county. Among them, at the intersection of Provincial Highway 302 in Gaodi Township is an open service area + upper and lower crossings, which is also the first service area entering the city’s boundaries from Hebei Province; the other upper and lower crossing is located in the west of Jingdian Town, Provincial Highway 303. Side, 4 kilometers away from the Yuzhu Park in Er'an Town. The other two upper and lower crossings are in Anyang County, one is 1.6 kilometers away from Tianshi Township, and the other is 1.5 kilometers away from Dougong Township. After the project is completed and opened to traffic, it will be of great significance for optimizing the traffic network pattern of Neihuang County, facilitating people's travel, and stimulating the economic development of western towns and towns.
