A few days ago, the Liuzhou Expressway Transit Line Highway (Luocheng via Liucheng to Luzhai Section) PPP project passed the pre-qualification, and 5 units and consortiums passed the pre-qualification. Who will get the tens of billions of large orders?

Project Overview

Liuzhou Expressway Transit Road (Luocheng via Liucheng to Luzhai Section) is located in Luocheng County, Liuzhou City and Luzhai County of Hechi City, starting from Shoushan Village, Xiaochang'an Town, Luocheng County, Hechi City, and T-crossing with Ronghe Expressway ( K0+000), set a line from northwest to southeast to enter Liucheng County, Liuzhou City, then set a line along the north side of Guzhai Township in Liucheng County to Mingshi Bridge to cross Rongjiang, and set a line to the east, passing through the north side of Liucheng County to Jintan Village and across three times North Expressway, continue to set up a line to the east, from the north side of Shapu Town through Liuerchong Village and Liuguang Village to Modao Village, Dongquan Town, and at the north side of Dongquan Town Jianshi Village and Sanhuang to Liuzhou Expressway. Go north to Banpo Village on the south side of Pingshan Town, Luzhai County, then leave Sanhuang to Liuzhou Expressway and continue eastward, cross the Guiliu High-speed Railway on the east side of Dashe Eighth, and then go northeast through Changsheng and Dacun. The end point is connected to Yanglu Expressway, and the existing T-shaped Luzhai North Hub is transformed into a cross-shaped interchange. The total length of the route is 97.217 kilometers, which is 11.5 kilometers with the Sanhuang-Liuzhou Expressway. The construction mileage of this project is 85.717 kilometers.

The main control points of this project are Xiaochang'an Town, Guzhai Township, Liucheng County, Shapu Town, Dongquan Town, Pingshan Town, Luzhai North Station, and Luzhai North Hub. The total length of bridges is 20,431 meters/54 (based on the full width, the same below), the total length of tunnels is 7047.5 meters/5 (based on double tunnels, the same below), bridges account for 23.8% of the route length, tunnels account for 8.2% of the route, and the ratio of bridges to tunnels 32%; 10 interchanges (5 hub interchanges, 5 service interchanges), 12 separated interchanges, 2 service areas, 1 parking area, 1 monitoring communication center, 2 maintenance work areas, tunnel management Station 1 place.

Starting point: The starting point of the project is located in Shoushan Village, Xiaochang'an Town, Luocheng County, Hechi City. The Shoushan hub is set up to realize the traffic conversion between the two expressways, and the Ronghe Expressway Luocheng Interchange is used as the entrance and exit connecting Luocheng County.

Terminus: The terminus of the project is connected to Yanglu Expressway, and the existing Luzhai North T-shaped junction interchange will be transformed into a cross-shaped junction interchange. The project will be converted to Quannan Expressway through the Luzhai North junction interchange.

The total investment of this project is estimated to be about 14.324 billion yuan, and the average cost per kilometer is 167 million yuan. It is planned to start construction in 2021 and adopt the PPP mode to operate. The project company will be established by the winning social capital and franchise the project.

The cooperation period of this project includes two phases: construction period and operation period (including charging period). Among them: construction period: 4 years (48 months), starting from the start date of the project to the completion date; operation period (including charging period): from the completion date to the expiration date of the project charging period, of which the charging period is 30 years (360 months), counted from the date when the project is passed the acceptance check and opens to traffic.

Due to the large scale of investment in this project and the long return period, if the state introduces a new charging policy that allows the adjustment of the charging period to exceed 30 years, the charging period will be adjusted according to the project investment and actual evaluation. The specific negotiation between the purchaser and the winning social capital will be conducted separately. It will be executed after approval according to the prescribed procedures.
