According to public announcements, this road-rail complex crossing the river project is planned to start construction at the end of 2022 and open to traffic in 2028, with a construction period of about 6 years.

The public announcement text shows that the Haitai River Crossing Project started from the Tianbu hub set up at the east side of Tianbu Town, Haimen District, Nantong City and the Shanghai-Shaanxi Expressway. , Haimen River (planned VI channel), turn to the southwest and cross Hutong River (planned VI-level channel), X352, and continue to cross the Yangtze River Highway to the south, then route the route on the west side of Diegang Highway and the east side of Lixin River. The west side of Haitaiqidu crosses the river in the form of a tunnel, ashore on the south side of the Baimao River estuary in Taicang, and crosses G346 on the west side of Yalu Garden to the southwest and crosses the Rutongsu Lake Railway (planning). On the other side, it ends at the Zhitang hub that crosses the Shanghai-Wuhan Expressway, with a total length of 39.3km. According to the "Jiangsu Province Expressway Network Plan (2017-2035)", in 2035, Jiangsu will form a "fifteen shots, six verticals and ten horizontal" highways with a total mileage of approximately 6,666 kilometers. Three tube tunnel crossing the Yangtze River

The Haitai River Crossing Channel adopts the two-way six-lane highway standard. The design speed of the river crossing section is 100km/h, and the design speed of the remaining sections is 120km/h. The cross-river section, such as the Tongsu Lake Railway, is a two-line intercity railway standard with a design speed of 200km/h. There are 15 main bridges on the whole line with a length of 15.561km, and one extra-long tunnel with a length of about 11.2km. The project has set up 2 hubs, 3 intercommunication sites, 1 management sub-center, 1 service area and 2 dangerous goods checkpoints. The project plans to start construction at the end of 2022, and it will be completed and opened to traffic in 2028, with a construction period of about 6 years.

Among them, the highway tunnel starts at the west side of the intersection of G228 and the farm line, enters the Yangtze River on the west side of Haitaiqidu, crosses the Yangtze River in the southwest direction, and makes landfall at the Baimao River mouth. After landing, the route continues to advance in the southwest direction, and a working well is set up 245m from the main river embankment on the south bank, and finally ends at the tunnel section on the south side of the inner river embankment. The total length of the tunnel is about 11.2km.

The design speed of the main highway tunnel is 100km/h, and the cross section of a shield tunnel with a double tube single layer and six lanes and an outer diameter of 16m is adopted.

The railway tunnel is located at the downstream of the proposed Haitai highway tunnel, and its direction is basically the same as that of the highway tunnel. The net distance between the two tunnels is controlled by not less than 5 times the diameter of the highway tunnel. The tunnel starts from the south of the farm line and runs parallel to the east side of the Diegang Highway. After passing through Zhuhai Road in the form of a shield, it crosses the River Crossing Bridge, Haimengang West Gate, Jiangdi Maritime Radar Station, Haitaiqidu, and descends in turn. Passing through the Yangtze River Dike on the north bank, the main channel of the Yangtze River, the dedicated channel of Changshu Port, and the Yangtze River Dike on the south bank, working wells are set to the south of the Yangtze River Dike on the south bank, which is converted into an open cut section and grounded on the south side of the Inner River Dike. The total length of the tunnel is about 11.36km.

The shield section of the railway tunnel adopts the form of "single hole and double line", which is divided into upper and lower layers: the upper layer is the track layer, the lower layer is the service layer, the middle is the evacuation and rescue corridor, and the two sides are pipeline corridors.

The Haitai River Crossing Channel project connects the Shanghai-Shaanxi Expressway and the Shanghai-Wuhan Expressway from north to south. It is of great significance to improve the regional comprehensive transportation network and make up for the shortcomings of cross-river travel, and promotes the further improvement of the provincial transportation infrastructure network in Jiangsu Province.
