India announces new round of tender for wind power projects

The Ministry of New Energy and Renewable Energy (MNRE) stated that by 2030, India’s renewable energy capacity will reach a record high of 450 GW. The Indian solar company SECI announced a new round of wind power projects, which are connected to the 1.2GW interstate power transmission system ISTS. The deadline for bidding is December 2, 2021, and the bid opening date is December 6.

The bidder does not need to provide any security deposit for this bid. However, the successful bidder must provide a performance bank guarantee of approximately US$17,627/MW at least 7 days before signing the power purchase agreement (PPA).

Relevant content includes determining the project's land, installation and ownership, obtaining connections, long-term visits, and necessary approvals and interconnection with the ISTS network to supply power to SECI.

The project capacity range that the bidder can submit is 50-1200 MW (in multiples of 10 MW). According to the bidding documents and the current regulations of the Central Electricity Regulatory Commission, the project should be designed to be interconnected with ISTS. The wind power developer will be responsible for acquiring the land required for the construction project. SECI will not be responsible for land acquisition in any way.

The declared annual capacity utilization rate (CUF) should not be less than 22%. In the 25 years of PPA, wind power developers must maintain power generation to achieve an annual CUF not less than 80% of the declared value and not more than 120% of the declared CUF value.

According to the bidding documents, bidders need to provide information on the wind turbines to be installed in the project at the financial closing. The certified wind turbine models listed in the "Revision List of Models and Manufacturers" issued by the Ministry of New Energy and Renewable Energy will be allowed to be deployed under the plan.

The intermittent nature of renewable energy is another challenge facing the entire world, emphasizing that the current storage capacity of a unit battery is very high and needs to be reduced.
