A few days ago, the PPP project of Guangxi’s Quanzhou-Rongxian Highway (Pingnan-Rongxian Section) passed the pre-qualification, and 6 units and consortiums passed the pre-qualification. Who will spend the tens of billions of large orders?

Project Overview

The construction content of this bidding project is to build a new expressway with a total length of about 86.642km. The starting point of the route is near Jialutun, Danzhu Town, Pingnan County, connecting with the existing Wuliu Expressway. The route goes south through Donghua Town and Danzhu Town, crosses Xunjiang River, passes through Shangdu Town, Wulin Town, Da'an Town, crosses Nanguang high-speed rail, goes south through Daxin Town, and sets up a hub at the intersection of Guigang-Wuzhou Expressway It is connected to the south via Dapo Town, Simian Town, Pingshan Town, and the route enters Yulin City Rong County, and it crosses the planned Guigang-Cenxi Expressway. A hub is reserved for interconnection, passing through Luojiang Town, Songshan Town, Xiandi Town, Rongzhou Town, the terminal is located near Fozitang, Rongzhou Town, Rong County, and is connected to the existing Guangkun Expressway. The total length of the route is 86.642 kilometers, of which 61.998km in Pingnan County and 24.644km in Rong County.

Main control points: Wuliu Expressway, Xunjiang Bridge, Nanguang Expressway, Guiwu Expressway, ilmenite exploration in Yongxing Mining Area, Pingnan County, Guangxi, Dazhou Rare Earth Mining Area in Pingnan County, Ganchong-Songshan Rare Earth Mine in Rong County, Guangxi Kun High Speed and so on.

The route has 23,135 meters/89 bridges, 7620 meters/4 tunnels, and 9 interchanges, of which 3 hubs are interconnected, and the other 6 are generally interconnected.

It is proposed to adopt the two-way four-lane expressway standard, with a design speed of 120km/h, a roadbed width of 26.5m, the same width of the bridge and road, the vehicle load class is highway-class I, and the design flood frequency is 1/100.

According to the engineering feasibility study report of this project, the estimated total investment of the project is about 127.57 million yuan, of which the construction and installation engineering cost is about 852.02 million yuan. The project is planned to start construction in 2022 and will be operated in the PPP mode. The project company will be established by the winning social capital and the project will be franchised.

The project cooperation period is 34 years. The construction period is 4 years (48 months), from the commencement date of the project to the completion date; the operation period (including the charging period): from the completion date to the expiration date of the project charging period, of which the charging period is 30 years (360 Month), starting from the day when the project passes the acceptance check and opens to traffic.
