Anpan Expressway is an important part of Guizhou Expressway Network. On November 4, 2021, the Department of Transportation of Guizhou Province issued an announcement on the PPP project bidding for the expansion project of the Shanghai-Kunming National Expressway from Anshun to Panzhou (the border between Guizhou and Yunnan). Construction will start before the end of December 2015, and the construction period will be 4 years. The tenderer Guizhou Provincial Department of Transportation, the total investment of the project is about 32.311 billion yuan.

Project Overview

The Anpan project is the main road of the Shanghai-Swiss integrated transportation corridor and belongs to the national expressway project. As an expansion line of the existing Shanghai-Kunming Expressway, its implementation firstly eases the future traffic pressure of the Shanghai-Swiss Corridor and enhances the comprehensive transportation capacity of the Shanghai-Swiss Corridor; secondly, it has encrypted the expressway network in western Guizhou, connecting with urban nodes such as Anshun and Liupanshui, and built The development axis of cities and towns in western Guizhou; closely connect the tourism resources in the region with the cities and towns along the route to promote the in-depth development of tourism resources and the towns and towns along the route to get rid of poverty and become rich.

The route starts at the intersection of Northwest Pu’an Expressway and Anshun West Ring Expressway in Anshun City, and follows the planned Shanghai-Kunming Expressway to expand the Guiyang-Anshun section. The Qinghai-Qing Expressway is on the same line until the north bank of Beipan River is separated from Naqing Expressway, and then a new line is laid west along the north bank of Beipan River, which crosses the planned Yupu Expressway and turns to the southwest, crossing Beipan River and passing through Huaga Township. Cross the Wudu River and enter the Badashan Gallery Scenic Area, along the expressway corridor reserved in the scenic area to the north side of Yuni Township, and separate from the planned Yupu Expressway (The Silt Hub is designed according to the hub, and it will be connected to Wuyi Township in the near future. General highway access conditions), then cross the Wuni River westward, pass through the southeast side of Panbei Economic Development Zone, to the north side of Panzhou Airport Economic Zone and Shuipan Expressway, continue to route west to reach Panguan Town, and cross Panguan Town District, then routed to the southeast and finally the Yanfengdong Tunnel at the boundary of Guizhou and Yunnan, which is connected with the Zhanyi-Panzhou Expressway planned by Yunnan Province.

The recommended route for the Anpan project is about 130.8km in length, all newly built, of which the Anshun section is about 36.5km long and the Liupanshui section is about 94.3km long. The whole line adopts the six-lane highway standard, the design speed is 100Km/h, the subgrade width is 33.5 meters, and the asphalt concrete pavement.

There are 92 bridges on the whole line with a total length of 40,581 meters. Among them, there are 8 extra-large bridges with a total length of 10,704 meters; 78 bridges with a total length of 29,401 meters; 6 medium and small bridges with a length of 476 meters. There are 35 tunnels on the whole line with a total length of 36,078 meters, including 1 extra-long tunnel with a length of 742 meters (the Yanfengdong tunnel at the end does not include the length of Yunnan); 15 long tunnels with a length of 24,926 meters; 10 middle tunnels with a length of 6642 Meters; 9 short tunnels, 3768 meters long, bridges and tunnels account for 58.6% of the total length of the route. There are 13 interchanges, 2 separated interchanges, 3 service areas, 2 parking areas, and 9 toll stations (including silt toll stations) on the whole line; there are 6 connecting lines on the whole line with a total length of 38.9 kilometers.

Term Cooperation

The cooperation period of this project is divided into construction period and operation period. Among them, the construction period of the installation project is 4 years, from the start date to the completion date; the supporting project is 3 years, from the first subproject start date to the last subproject completion date (the construction period of each subproject is independent Calculation); the operation period (including the charging period) of the installation project starts from the handover date to the project handover date, of which the charging period is 30 years, from the date of the issuance of the project fee permit to the project handover date; supporting works from the sub-project It is 5 years from the handover date to the handover date (calculated separately for each sub-project).
