Guangdong Province continues to promote the planning and construction of sea breeze projects

As a coastal province with good wind energy resources and strong financial resources, Guangdong Province issued the "Guangdong Province Offshore Wind Power Development Plan (2017-2030) (Revised)" as early as 2018, planning 23 offshore wind farm sites in the province, with a total installed capacity The capacity is 67GW; in April 2021, Guangdong issued the "14th Five-Year Plan" of Guangdong, which once again proposed to vigorously develop offshore wind power, and promote the completion and commissioning of provincial-managed sea area wind power projects with a scale of over 8GW, and the construction of a 10 million kilowatt wind power base in eastern Guangdong; 2021 In June, in June 2021, Guangdong issued the "Implementation Plan for Promoting the Orderly Development of Offshore Wind Power and the Sustainable Development of Related Industries", and proposed efforts to achieve a cumulative installed capacity of 18 kilowatts of sea breeze. The "Implementation Plan" proposes to coordinate the construction of two 10,000-kilowatt bases in eastern Guangdong and western Guangdong, and strive to start the construction of 12GW, 6GW, 10GW, and 5GW during the "14th Five-Year Plan" period in Guangdong Province; The preliminary work of the offshore wind power base is required to be completed by the end of 2022, which also reflects Guangdong's determination to achieve the above goals.

Coastal provinces are increasing the development of sea breeze resources

The speed of offshore wind power planning in coastal provinces has been accelerated, and the scale of construction has continued to expand. Recently, Zhangzhou, Fujian and Yancheng, Jiangsu have also proposed new sea breeze plans: Zhangzhou, Fujian has proposed a 50GW offshore wind power large-scale base development plan, which will exceed 8,000 square kilometers of sea area with an annual power generation capacity of 4,000 hours; Jiangsu Yancheng’s plan during the "14th Five-Year Plan" period The scale of 9.02 million kilowatts of offshore wind power and 24GW of deep-sea wind power, 8GW of offshore wind power will be added to the grid during the "14th Five-Year Plan" period, and a large-scale offshore wind power base of 10 million kilowatts will be built. In the context of dual carbon and dual control, coastal provinces need continuous growth in power supply to ensure sustainable economic development, and on the other hand, they need to complete the country’s constraints on new energy consumption and dual control of energy consumption; Under the conditions, offshore wind power will become an important part of the development of new energy in coastal provinces in the future.

The sea breeze parity process may accelerate

In October 2021, China Guangdong Nuclear Power's Xiangshan Tuci offshore wind farm project and China Resources Power Cangnan 1# offshore wind power project opened bids, with a total scale of 680MW. Among them: China Guangdong Nuclear Power Xiangshan Tuci Offshore Wind Farm Project participated in the bidding, with the lowest bid price of 3,830 yuan/kW; China Resources Power Cangnan 1# offshore wind power project (including tower) 5 complete machine suppliers participated in the bidding, the lowest bid was 4061 yuan /kW. Under this quotation level, the sea breeze project can basically achieve parity; although the above two projects have certain particularities, we believe that the process of China sea breeze parity is expected to accelerate under the promotion of technological progress, large-scale, domestic substitution and other factors.

Driven by the achievement of the goal of “carbon neutrality”, coastal provinces are stepping up efforts to plan and construct offshore wind power.
