At 11 o'clock on November 30, 2021, the signing ceremony of the "Border Railway Agreement between the Government of the People's Republic of China and the Government of the Lao People's Democratic Republic" was held in Beijing, China and Vientiane, Laos in video format. Liu Zhenfang, director of the National Railway Administration of China, and Lao Minister of Public Works and Transport, Wanshava Sipandun, signed the agreement on behalf of the two governments.

The China-Laos Border Railway Agreement is the first inter-governmental cooperation document in the field of railways between China and Laos. It is deepened by the National Railway Administration of China and the Lao Ministry of Public Works and Transport in the spirit of mutual respect, mutual benefit and win-win, safety, quality, convenience and efficiency. The principles of friendship and the formation of demonstration are agreed upon together. They aim to agree on important matters within the boundaries of the railway border stations of the two countries and their inter-station intervals. They are the basic rules for the two sides to carry out cross-border railway transportation and lay a solid foundation for cross-border transportation.

The China-Laos Railway starts from Kunming, the capital of Yunnan Province in the north, to Vientiane, the capital of Laos, in the south, and consists of two sections, the Chinese section and the Lao section. Among them, the Laos section starts from Boding, the Lao-China border port in the north, to Vientiane, the capital of Laos, in the south, with a total length of 422.4 kilometers.

Each station is ready

On November 29, the China section of the China-Laos Railway has completed full-map operation. This is the last test link for the railway to meet the conditions for opening. In the full-map operation test link, China Railway Kunming Bureau Group Co., Ltd. ran 15 EMUs in different sections within one day, completely following the train schedule's arrival and departure time, stations and operating lines.

The China-Laos Railway is an important project connecting China’s Belt and Road Initiative and Laos’ strategy of turning a land-locked country into a land-linked country. It is also the first international railway that is invested and constructed by China, adopts Chinese technical standards, uses Chinese equipment, and directly connects with the Chinese railway network. .

The railway is an electrified passenger and freight transportation railway with a design speed of 160 kilometers per hour (200 kilometers per hour conditions are reserved for some sections), and construction was officially started in December 2016. The total length of the line is 1,035 kilometers. It starts from Kunming City, Yunnan Province, China, passes through the border ports of Pu'er and Mohan in China, and then passes through the border ports of Bo Ding, Mong Sai, Luang Prabang, and Vang Vieng, and finally arrives at Vientiane, the capital of Laos. It is a modern railway constructed with Chinese standards, advanced technology, high quality and high standards, adhering to the concept of green, ecological and environmental protection.

At present, the passenger service equipment of all 10 stations on the Laos section of the China-Laos Railway has been put into trial operation with power, and passenger personnel have been stationed in the stations along the line, making full preparations for opening and operation.

Fare announcement

The Lao government announced on November 30, local time, that it will implement trial fares on the Laos section of the China-Laos Railway that officially opened for operation on December 3. Among them, the general passenger fare from the departure station Vientiane station to the terminal station Moding station only costs 132 yuan (all priced in RMB).

In addition, the first-class passenger fare between Vientiane and Boding is 294 yuan, and the second-class passenger fare is 185 yuan. In terms of freight, the transportation of the whole truck is only 0.6 yuan/ton per kilometer, and the containerized goods are charged separately according to the container specifications.
