From December 1, 2021, Beijing will implement the "Beijing 6B" gasoline and diesel two local standards, non-road machinery emission national four standards, and expand the prohibited use of high-emission non-road machinery and other standard policies. In addition, the National III gasoline vehicle elimination subsidy policy will also expire at the end of 2021. These standard policies involve multiple aspects of "vehicles, fuel, and roads", and are a concrete manifestation of Beijing's comprehensive strategy for the prevention and control of mobile source pollution.

With the support of scientific and technological means, in recent years, Beijing has been insisting on coordinating "cars, oil, roads", comprehensively using the rule of law, economics, technology, and administrative measures, and adopted a series of measures to achieve a significant reduction in pollutants emitted by mobile sources.

Raise emission standards for new production and sales of non-road mobile machinery

On April 1, 2021, Beijing issued the "Notice on Beijing's Advance Implementation of the National Phase IV Non-road Mobile Machinery Emission Standards", which will be implemented on December 1, 2021. Compared with the currently implemented standards, the fourth phase of the National Non-road Mobile Machinery Standard has increased the limit of engine particulate matter and transient test requirements, as well as increased the emission limit and test requirements of the whole machine.

Expand the scope of prohibition and strictly control high-emission machinery

Pollution from non-road mobile machinery is one of the important sources of mobile pollution in Beijing. Beijing has implemented measures to ban the use of high-emission non-road mobile machinery since December 1, 2017, and tightened the measures in 2019. In July 2021, the Beijing Municipal Government issued a new round of policies prohibiting the use of high-emission non-road mobile machinery, which will be implemented on December 1 this year. Compared with the previous round of policies, the new round of policies has expanded the scope of prohibited high-emission machinery areas. Except for Pinggu, Miyun, Huairou, and Yanqing, which are some key areas, the remaining 13 districts are all included in the prohibited areas. Restricted types have been added. In addition to the four types of machinery restricted by the original policy, including excavators, loaders, backhoe loaders, and forklifts, three types of restricted machinery such as bulldozers, road rollers and graders have been added.

With the development of the city's social economy, the current number of motor vehicles in Beijing has reached 6.8 million. In the process of continuous improvement of air quality, Beijing has always focused on the prevention and control of mobile source pollution. In 2021, Beijing will strictly control the increase in emissions from mobile sources, optimize the inventory, and take multiple measures at the same time. The focus is on improving access standards, accelerating the elimination of old vehicles, strict management and control of high-emission machinery, and strengthening the emission reduction of oil products at the source. Continue to make efforts in the refined management of vehicles and machinery.
