In order to further improve infrastructure construction and promote economic growth, in the period 2021-2025, the Vietnam Transportation Department and various departments and departments will pool all funding sources to complete 4 key transportation engineering projects in the city by 2025.

The People's Committee of Ho Chi Minh City, Vietnam has determined that Huanshi 2nd Road, Huanshi 3rd Road, Tan Son Nhat Airport T3 Terminal, and the Chen Guohuan-Republic Project are key traffic projects in the city. Accordingly, in the 2021-2025 phase, the Vietnam Transport Agency and various departments and departments will pool all funding sources to complete the above four projects by 2025.

Prioritize all funding sources

Recently, Pan Van Mai, Chairman of the People's Committee of Ho Chi Minh City, has directed the Department of Transportation to take the initiative to review and determine the key tasks and strategies of transportation for centralized completion. The Department of Transportation must strengthen the adoption of various non-engineering measures, combined with accelerating the financing progress of public investment projects, research and effective use of transportation measures. It is worth mentioning that the Department of Transportation must put forward a list of urgent key projects that call for investment. The Transportation Department will cooperate with the Planning and Investment Department to formulate a plan to provide sufficient funds for the preparation of investment work, which will not only effectively use public investment funds but also attract other funding sources to participate in the implementation of the project.

From 2021-2025, the city will prioritize and concentrate all funds so that the Huanshi Second Road project can be completed as soon as possible, and the investment procedures and construction of the Huanshi Third Road project will be completed. The city has also concentrated on implementing the project connecting Chen Guohuan Street and the T3 terminal of Tan Son Nhat Airport. The above-mentioned four projects must be completed before 2025. The Municipal People's Committee instructs the Department of Transportation to regularly review the development of the various transportation facilities projects that are being invested. The Department of Transportation shall actively cooperate with all relevant departments to resolve the fetters in the process and ensure that it is completed on schedule before 2025. It is reported that the Municipal People's Committee has issued a document suggesting that Binh Duong, Long An, Dong Nai and other provinces provide opinions, carry out specific plans and improve the Huanshi Three Road as early as possible. At the same time, the Municipal People's Committee also recommended that the central government provide funding assistance for site clearance for this project.

Start early

The representative of the Department of Transportation of Ho Chi Minh City informed that, for the Huanshi Second Road, the Planning and Investment Department is currently consulting various departments and departments to prepare for investment in the first, third and fourth phases. The project is expected to pass the investment proposal in early 2022, and construction will begin in 2023. For the linking Chen Guohuan-Gonghe Street project, the Transportation Department has submitted the plan to the Municipal People's Committee for approval. At the same time, the T3 terminal project must also be carried out simultaneously at this stage. The representative said that although the budget is short, the above are all priority projects in the city. Specifically, the completion of Huanshi Second Road will help restrict vehicles entering and leaving the city center, alleviate traffic jams and traffic accidents, and improve road capacity. The 3rd Huanshi Road is a trunk line connecting the city’s 4 adjacent provinces, which helps to connect traffic and creates smooth conditions for logistics in the Southern West District and the Southern East District. It is worth mentioning that Huanshi San Road will become the starting point of a series of expressways connecting with the city, such as: the city-Zhongliang expressway, the city-longcheng-youhui expressway and the city-mupai expressway .
