The implementation of the 14th Five-Year Plan for new infrastructure has been accelerating, and 5G has attracted much attention as the basis for digital and intelligent construction in many fields. During the "14th Five-Year Plan" period, Hainan will focus on the main line of development that fully supports the construction of "Smart Hainan". It is estimated that a total of 25 billion yuan will be invested to build a "full gigabit free trade port." This is the goal set out in the "Fourteenth Five-Year Plan for Information Infrastructure Construction in Hainan Province" (hereinafter referred to as the "Plan") issued by the Hainan Provincial Department of Industry and Information Technology recently.

The "Plan" is based on the focus of the country’s deployment of information infrastructure under the new situation, and focuses on five core planning elements of wireless access, optical fiber broadband, backbone networks, international communications, and data centers, as well as the Internet of Things, Beidou high-precision positioning, and industrial Internet. We will plan separately for other innovative elements; take the "international information and communication hub" as the long-term development goal, and propose the phased goal of Hainan's information infrastructure construction in 2023 and the goal in the 2025 planning period.

Among them, the phased goal for 2023 will focus on the Hainan Free Trade Port’s customs closure operation and the “first-line liberalization, second-line management” work requirements, and in accordance with the “dual gigabit” network coordinated development plan of the Ministry of Industry and Information Technology, fully promote the quality and upgrade of information infrastructure. The goal for the planning period in 2025 is: During the "14th Five-Year Plan" period, Hainan Province will focus on the main line of development that fully supports the construction of "Smart Hainan". According to the "Plan", the coverage and quality of 5G networks in Hainan Province during the "14th Five-Year Plan" will reach the national leading level. The province has built more than 25,000 5G base stations, realizing 5G network wide-area coverage, urban areas, key parks, key scenic spots, key towns, ordinary towns, round-island coastlines, and traffic trunks have achieved continuous 5G network coverage, and administrative villages have basic coverage. Application scenarios achieve deep coverage. The accelerated promotion and construction of 5G virtual private networks will strongly support the development of the industry; it is planned that by the end of 2025, the penetration rate of 5G users will reach 60%.

At the same time, fiber optic broadband is ubiquitous at high speed, urban urban areas and towns and towns where conditions permit complete Gigabit optical network coverage, and rural broadband network access levels have greatly improved. The province’s urban household Gigabit optical fiber network coverage rate will reach 92% by 2025. The household penetration rate of gigabit broadband has reached more than 15%, and the construction of "dual gigabit" demonstration cities in key areas such as Haikou and Sanya has been completed. And accelerate the provision of 10 Gigabit broadband port service capabilities in key industrial parks, key industries, and key areas to meet the demand for high-speed network services. Hainan Province will continue to promote the expansion and upgrade of its backbone network, adding a new optical fiber cable from Wenchang to Zhuhai, and the Internet bandwidth will reach 25Tbps.

During the "14th Five-Year Plan" period, the high-speed and high-efficiency international communication infrastructure network in Hainan Province will be basically completed, and the diversified deployment of supporting infrastructure for international communication services will be completed simultaneously; Breakthroughs were made in the scope of opening up of Internet business and service capabilities, meeting the requirements of the formal customs operation of the Free Trade Port. Promote the International Data Center to take Hainan as an important node, provide basic IDC services and cross-border data interaction services for international and domestic security and order, and further develop cross-border data transactions, computing power rental and sales, data processing and other services.

The layout of the province's data centers will be further optimized, and large, medium and small data centers will develop in a coordinated manner.

The layout of Hainan Province further optimizes the construction of data centers and promotes the coordinated development of various types of data centers. Comprehensive transportation, urban development, IT talent supply, operation and maintenance costs and other conditions, 7 key data centers have been built in Haikou, Sanya, Chengmai (Old Town) and other cities and counties as needed, with a total of 50,000 newly built racks. The international data center, cross-border data service business and other pilot projects are actively promoted, and the Hainan Free Trade Port's value-added telecommunications business opening and cross-border data flow are gradually being piloted safely and orderly.
