Recently, PowerChina signed a cooperation agreement for the China-Russia Center Project, marking the official start of the construction of the project. In the future, it will use enterprise cooperation as a port to integrate high-quality Russian enterprise resources, promote the implementation of Sino-Russian multi-format industrial chain project cooperation, produce a siphon effect of Sino-Russian industrial chain clusters, and build an important platform to serve the local development of China and Russia.

In 2019, the China-Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Zone (hereinafter referred to as the "Shanghai Cooperation Demonstration Zone") was established in Qingdao, Shandong, with the aim of creating a new platform for international cooperation on the Belt and Road Initiative and strengthening the connectivity between China and the SCO countries. The China-Russia Center project is located in the core area of the Shanghai Cooperation Demonstration Zone. It is designed by the Kunming Institute of Power Construction, and the Sixth Hydropower Bureau will undertake the construction and post-operation tasks.

The project covers an area of about 47 acres and will fully integrate modern technology and traditional Russian elements. It plans to build Russia's Central Business District, Intercontinental Alliance Liaison Office, Enterprise Alliance, Sino-Russian Cultural Tourism and Sino-Russian Science and Technology Cooperation.
