Expressways are the economic bloodline of local development. On December 13, 2021, the Public Resources Exchange Center of Guangxi Zhuang Autonomous Region issued the announcement of candidates for the social capital bidding for the Guilin Outer Ring Expressway PPP project. Poly Changda Engineering Co., Ltd. and Guangdong Transportation Planning and Design Institute Group Co., Ltd. won the bid. Guilin Outer Ring Expressway PPP project, the project is operated in BOT mode, and the total investment is estimated to be about 19.98 billion yuan.

Project Overview

This project is the Guilin urban outer ring line planned in the "Guangxi Expressway Network Planning (2018-2030)" and the urban transit line. The starting point crosses the G65 Baomao Expressway, the Liutang hub is set, and the end point is the Guilin ring city Cross over at high speed and set up the Diecai East Hub.

The starting point of this project is in Huixian Town and Liutang Town of Lingui District, connecting G65 Baomao Expressway at the junction of G65 Baomao Expressway (with Liutang hub), and entering Luojin Town, Yongfu County to set up Luojin Interchange. Suqiao Town turns to the northwest and crosses Luoqing River, Xianggui Railway, G72 Quannan Expressway (the Suqiao hub is set up), and runs northward along the west side of the Guilin Economic and Technological Development Zone (set up the Economic and Technological Development Zone Interchange), and enters the neighborhood. Liangjiang Town in Gui District (with two rivers interoperable), and at the same time crossing the Guiliu Expressway under construction (with Liangjiang hub), continue to the north along Liangjiang Town and the West Mountain Range on the west side of Liangjiang International Airport into Wutong Town, passing through Guiliu The Guangzhou-Guangzhou high-speed railway turns to the east on the north side of Wutong Town and continuously crosses G321, G76 and Xiarong Expressway (with five-link hub), and then enters Gongping Township, Lingchuan County (with fair intercommunication), and Tanxia Interchange in Tanxia Town. After crossing the Gantang River, turning to the southeast, passing between Lingchuan Town and Sanjie Town, and continuously crossing G72 Quannan Expressway (with a three-street hub), Xianggui Railway, and G322 (with three-street interchange), and after crossing the Lijiang River, Lingchuan is set up. The Chuandong Hub is connected with Guilin-Gongcheng-Zhongshan Expressway. After passing through the Guiguang High-speed Railway again, it enters Diecai District, and connects to Guilin Ring Expressway at Shangyangjia Village, Dahe Township, Diecai District (Set up Diecai East Hub). The total length of the route is about 124.29km.

The total investment of this project is estimated to be about 19.98 billion yuan, and the average cost per kilometer is about 161 million yuan. It is planned to start construction in 2021 and adopt the PPP mode to operate. The project company will be established by the winning social capital and the project will be franchised. The cooperation period of this project includes two phases: construction period and operation period (including charging period). Among them, the construction period is 4 years (48 months), from the start date of the project to the completion date; the operation period (including the charging period) is from the completion date to the expiration date of the project charging period, of which the charging period is 30 years (360 Months), counted from the date when the project passes the acceptance check and opens to traffic.
