Under the background of accelerating the construction of a strong transportation country, China's transportation infrastructure investment has grown steadily. On December 24, Lu Xiaoming, a member of the Party Leadership Group and Deputy Director of the Transport Department of the Autonomous Region, was a guest on the online interview program of the Autonomous Region Government’s portal website. He introduced the relevant content of Guangxi’s pilot implementation plan for promoting the construction of a strong transportation country. Among them, it is mentioned that in 2022, Guangxi plans to start the construction of the Hepu-Zhanjiang high-speed railway, and the Nanshen high-speed railway from Cenxi to the Pearl River Delta hub airport section.

[Question] In recent years, with the continuous improvement of transportation infrastructure such as high-speed railways, subways, and expressways, please tell us about the highlights of Guangxi's transportation development in recent years?

[Answer] In recent years, there have been many bright spots in the development of Guangxi's transportation construction. Here I will give a brief introduction from five aspects:

First, investment in fixed assets in transportation has continued to maintain rapid growth. The total investment in fixed assets of road and water transportation in Guangxi has increased from 14th in 2016 to 13th in 2017, 10th in 2018, 8th in 2019, and 6th in 2020. From January to November of 2021, it will catch up to the third place in the country and exceed the total for the whole year of 2020. Among them, the increment and growth rate will rank first in the country. The transportation sector in Guangxi has become a hot spot for national investment.

Second, the mileage of expressways opened to traffic continues to rise to a new level. In 1997, Guangxi’s first expressway, Guiliu Expressway, was completed and opened to traffic, achieving zero breakthroughs. (The mileage opened to traffic exceeded 1,000 kilometers in 2004, 2,000 kilometers in 2008, 3,000 kilometers in 2012, 4,000 kilometers in 2015, and 5,000 kilometers in 2017. , It will exceed 6000 kilometers in 2019) and 7000 kilometers in 2021; as of December 15, the mileage of Guangxi expressway opened to traffic reached 7,249 kilometers, basically realizing county-level expressways. Third, new breakthroughs have been achieved in the mileage of high-speed railways under construction. At present, the Guangxi high-speed railway has an operating mileage of 1,792 kilometers and a mileage of 1067 kilometers under construction. Next year, we plan to start construction of the Hepu-Zhanjiang high-speed railway, and the Cenxi-Zhanjiang high-speed railway from the South-Shenzhen high-speed railway to the Pearl River Delta hub airport section.

Fourth, the construction of inland waterways has been accelerated in an all-round way. The key project benefiting more than 7 million people in Yunnan and Guangxi-the navigation facilities of the Baise Water Conservancy Project in Guangxi started construction in June 2021; the new western land-sea channel (Pinglu Canal) is under construction and planned to start construction in 2022; the Xianggui Canal is under construction Speed up the preliminary work. Guangxi’s largest crude oil terminal, Qinzhou Port’s 300,000-ton oil terminal, was officially put into operation in November 2021. In 2020, Beibu Gulf Port's cargo throughput will be 296 million tons, ranking first in the coastal provinces in the country. The container cargo throughput will be 5.05 million TEUs, which will rise to the 10th place in the country and the 40th place in the world.

Fifth, measures to make up for shortcomings and strengths and weaknesses have achieved initial results. In the “four constructions and one connection” project of rural roads, the “three constructions and one connection” project of poor return, widening of narrow roads, safety and life protection, and access to passenger cars from village to village was completed last year. It is estimated that 90% of the first-class or third-class highway project will be completed by the end of 2021, and 100% will be completed by the end of 2022.

First, in terms of promoting high-level opening to the outside world, speed up the construction of new land and sea channels in the west, connect inter-provincial railway channels, encrypt inter-provincial expressway channels, speed up the construction of expressway channels to the sea, and comprehensively improve the level of water transport channels and port service capabilities. , Accelerate the construction of transportation infrastructure connectivity between Guangxi and the Yangtze River Economic Belt, the Guangdong-Hong Kong-Macao Greater Bay Area and ASEAN countries, and further strengthen Guangxi's ability to serve and integrate into the new development pattern and to open up to the outside world at a high level.

The second is to build a multi-level international hub, focusing on the construction of two core hubs, the Beibu Gulf international gateway hub port and the Nanning regional international comprehensive transportation hub, to create a comprehensive hub system with complete functions and smooth connections. The third is to promote the facilitation of international transportation, focusing on improving the facilitation of transportation coordination mechanisms, improving the efficiency of cross-departmental joint inspections such as customs and border inspections, and promoting "direct delivery by ship" for imported goods and "direct loading on arrival" for export goods. Upgrade the "single window" function of international trade, and comprehensively promote the application of paperless systems for customs clearance operations at sea ports and ports. Promote Vietnam and other ASEAN countries to join the TIR Convention (the International Road Transport Convention), and coordinate to promote the facilitation of international road transport.

The fourth is to promote the development of smart transportation, focusing on strengthening the construction of key infrastructure for smart transportation and coordinating key technologies to improve the independent controllability of the smart transportation industry, and use 12 demonstration projects to drive highways, ports, waterways, logistics, hubs, and subways6 Intelligent construction in all areas will build Guangxi into a national demonstration area for the development and application of intelligent transportation innovation. [Question] In the near future, what "good news" will Guangxi bring to everyone in terms of transportation?

[Answer] In terms of railways, the Nanning-Chongzuo intercity railway (250 kilometers per hour) will be completed next year. The Guiyang-Nanning high-speed railway with a speed of 350 kilometers per hour will be built in 2023; the Yongbei line (namely, the Nanning-Beihai high-speed railway) will be vigorously strived to operate at high speed. By then, all the high-speed railway lines in the region will achieve high-speed operation; speed up the construction of 350 kilometers per hour. The high-speed train from Nanning to Shenzhen via Yulin to Shenzhen in kilometer hours will promote the operation of the “Big Station Express” high-speed trains from Nanning to Beijing and Nanning to Guangzhou; continue to support the construction and development of high-speed rail “trackless stations” to help people in areas without high-speed rail access convenient and efficient travel and rural revitalization And county economic development.

In addition, the Nanning-Hengyang high-speed railway with a speed of 350 kilometers per hour has been included in the national medium and long-term railway development plan. By then, the high-speed rail journey from Nanning to Beijing will be shortened to about 8 hours.
