This is the first systematic five-year plan in the field of circulation in China, which makes comprehensive arrangements for the construction of a modern commercial and trade circulation system and a modern logistics system during the "14th Five-Year Plan" period. The "Planning" proposes that by 2025, the construction of a modern circulation system will be accelerated, the flow of commodities and resource elements will be smoother, the commerce, trade and logistics facilities will be more complete, the circulation cost will continue to decline, and the efficiency will be significantly improved.

Zhang Guohua, deputy director of the Economic and Trade Department of the National Development and Reform Commission, said that the national economic cycle includes production, distribution, circulation, consumption and other links. Circulation is connected with production at one end and consumption at the other, and plays an important and fundamental role in the national economic cycle. At present, the modernization of China's circulation system is still not high, and there are still many weak links. The domestic unified market is not perfect, the transportation and logistics infrastructure is not perfect, and the financing of the circulation field is difficult and expensive to solve.

Focusing on making up for the shortcomings of the modern circulation system, the "Planning" proposes to accelerate the formation of a unified large market for modern circulation, and develop two major systems of modern commercial circulation and modern logistics. Among them, in terms of improving the modern commerce and trade circulation system, the "Planning" proposes to improve the modern commerce and trade circulation network and improve the commodity trading market network. Encourage the commodity trading market to strengthen channel connection with physical business and e-commerce platforms. Promote the transformation and upgrading of commercial and trade circulation formats, and guide e-commerce to explore new consumption scenarios.

In terms of accelerating the development of the modern logistics system, the "Planning" proposes to build a modern logistics infrastructure network. Build a national logistics hub network, speed up the construction of the national logistics hub layout, focus on making up for shortcomings in the central and western regions, and build a national backbone logistics facility network. Expand new areas and new models of logistics services, and speed up the development of various forms of railway express transportation.

At the same time, the "Plan" proposes to strengthen the three aspects of transportation, finance and credit support. Enhance the carrying capacity of transportation and circulation, strengthen the capacity of backbone transportation channels, optimize the transportation network of urban agglomerations and metropolitan areas, and improve the urban-rural integrated transportation network. Strengthen the circulation function of modern financial services, improve domestic payment guarantee capabilities, promote the construction of cross-border payment systems, and standardize the development of supply chain finance. Promote the establishment of a credit system in the circulation field, and accelerate the improvement of the traceability system for important products.

According to the "Planning", a number of modern circulation strategic fulcrum cities with concentrated circulation elements, complete circulation facilities, and rich application scenarios of new technologies, new formats and new models will also be built.
