Chinese and Mongolian governments issue joint statement

From February 3 to 8, 2022, Mongolian Prime Minister Oyun Erden came to China to attend the opening ceremony of the 24th Winter Olympics held in Beijing. 1. Both sides agreed that the Olympic Games are a symbol of human solidarity and friendship, and believe that the Beijing Winter Olympics will become a grand event to enhance friendly cooperation among countries, promote world peace, and promote the building of a community with a shared future for mankind. The Mongolian side congratulates on the successful holding of the Beijing Winter Olympics as scheduled, and wishes this Winter Olympics a complete success. China appreciates Mongolia's active support for China's successful hosting of the Beijing Winter Olympics.

2. Both sides agreed that China and Mongolia are good neighbors, good friends and good partners. The two sides have always developed bilateral relations from a strategic and long-term perspective, adhered to mutual respect for independence, sovereignty and territorial integrity, respect each other's chosen development path, non-aggression, non-interference in each other's internal affairs, equality and mutual benefit, and peaceful coexistence. The Mongolian side reiterated its firm adherence to the one-China principle and supported China's stance on issues related to Taiwan, Hong Kong, Xinjiang and Tibet.

3. The two sides agreed to maintain high-level exchanges and strategic communication, continuously enhance political mutual trust, expand practical cooperation, consolidate the foundation of friendship, and enrich the connotation of the comprehensive strategic partnership between the two countries. The leaders of the two countries will resume and strengthen mutual visits when the epidemic eases and conditions are met. Departments of both sides will strengthen communication and cooperation in various forms.

4. The two sides spoke highly of the cooperation between China and Mongolia in the fight against the COVID-19 epidemic, and agreed to continue to work together and support each other. The two sides called on the international community to strengthen communication and cooperation, adhere to the scientific fight against the epidemic, oppose the politicization of the epidemic, and jointly build a community of human health.

5. Both sides agreed to comprehensively strengthen development cooperation in the spirit of mutual benefit and win-win results.

- The Mongolian side appreciates and supports global development initiatives. The two sides will further promote the global development initiative and the joint construction of the Belt and Road Initiative with Mongolia's "Vision 2050" long-term development policy and "new revival policy" to expand trade, investment, finance, minerals and energy, connectivity, infrastructure, digital economy, green cooperation in development and other fields.

——Take the opportunity of the official entry into force of the intergovernmental agreement on the China-Mongolia Erenhot-Zamyn-Uud Economic Cooperation Zone to promote industrial cooperation and promote the development of border areas.

——On the basis of doing a good job in epidemic prevention and control, ensure the smooth operation of border ports between the two countries and improve the cargo handling capacity. Accelerate the construction of the agreed railway ports, create diversified transportation channels, and facilitate practical economic and trade cooperation between the two countries.

- Maintain communication on the revision of the "China-Mongolia Economic and Trade Cooperation Medium-term Development Outline" and the study and formulation of the "China-Mongolia Investment Cooperation Development Outline".

- Support enterprises of the two countries to carry out long-term and stable cooperation on expanding trade in coal and other mineral products in accordance with market principles and business rules, and discuss the implementation of solar, wind and other renewable energy projects in southern Mongolia.

——The Chinese side encourages competent and reputable enterprises to invest in Mongolia and participate in projects such as infrastructure, urban construction, and mineral energy. The Mongolian side will continue to improve the business environment and earnestly protect the legitimate rights and interests of Chinese-funded enterprises.

—— Strengthen cooperation in ecological environment and desertification prevention and control, jointly respond to global climate change, create a clean and beautiful ecological environment, and jointly build a community of life between man and nature. China appreciates Mongolia's "Planting One Billion Trees" plan and is willing to actively carry out relevant exchanges and cooperation with Mongolia.

- Work with the Russian side to continue to steadily advance the construction of the China-Mongolia-Russia Economic Corridor.

6. The two sides agreed to promote the resumption of personnel exchanges and people-to-people and cultural exchanges between the two countries, depending on the situation of epidemic prevention and control, to enhance mutual understanding and friendship between the two peoples.

7. The two sides agreed to expand cooperation in the fields of education, culture and science and technology, including strengthening exchanges between experts, scholars and university students in related fields.

8. The two sides agreed to strengthen cooperation on international and regional affairs of mutual interest, jointly address global and regional challenges, reaffirm the central and key role of the United Nations in maintaining international peace, security and sustainable development, and adhere to the purposes and principles of the United Nations Charter as the basis The basic norms of international relations, jointly safeguard multilateralism, and support the efforts of the international community to promote the common values of peace, development, fairness, justice, democracy and freedom for all mankind.

9. The two sides signed the Agreement on Joint Prevention of Forest and Grassland Fires in Border Areas between the Government of the People's Republic of China and the Government of Mongolia, the Memorandum of Understanding on Eco-Environmental Cooperation between the Ministry of Ecology and Environment of the People's Republic of China and the Ministry of Natural Environment and Tourism of Mongolia, and the Customs of the People's Republic of China The General Administration of Customs and the General Administration of Customs of Mongolia on the Protocol on Inspection and Quarantine Requirements for Mongolian Dairy Products Exported to China, and exchanged notes to confirm the railway crossing points at the Ceke-Sibekulun and Zhungadabuqi-Bichgetu ports.
