On the afternoon of February 8, 2022, Beijing time, the "Cloud Signing" ceremony of the 3-pack EPC contract for the Kingfisher Oilfield Project in Uganda was held simultaneously in Beijing, Tianjin and Kampala. This is the first EPC project that CNPC has entered into the Uganda oilfield surface engineering market, and it is also another important project that the company has acquired in the Belt and Road Initiative.
The operator of the project is Uganda Co., Ltd. (“CNOOC Uganda Co., Ltd.”), a subsidiary of China National Offshore Oil Corporation. CNOOC Uganda President Chen Zhuobiao and Vice President Hu Weijie and Ma Peixin, President Wang Zhangling and Vice President Yu Changsheng and Kong Linghai of Offshore Oil Engineering Co., Ltd. (“COOEC”), General Manager Wu Jun, Chief Accountant Liu Guihua and Vice President Manager Liu Kai, Liu Zhongmin and other leaders attended the signing ceremony.
On February 1, 2022, local time in Uganda, the first commercial oil discovery in Uganda, with CNOOC as one of the operators, officially launched the full-scale construction of the Albert Lake oilfield project. The signing of the contract marks that the Kingfisher Oilfield Project, which belongs to the Albert Lake Oilfield Project, has entered the stage of integrated implementation of design, procurement and construction.
The project is the core part of the surface engineering of Kingfisher Oilfield. The designed crude oil processing capacity is 2 million tons per year, including a new crude oil central processing station and 4 well sites. The construction period of the project is 36 months, and the trial operation period is 2 moon. The company and its partners form a tight consortium to jointly undertake the construction of the project. After the project is completed and put into production, the output of the Kingfisher oilfield will reach 40,000 barrels per day, which is of great significance for increasing Uganda's crude oil production, driving localization, and promoting social and economic development. The Albert Lake oilfield project was discovered in the Albert Lake area of western Uganda in 2006. It is the first commercial oil discovery in Uganda. The oilfield covers an area of 1,518 square kilometers and has proven geological reserves of over 6 billion barrels. The prelude to oil and gas exploration and development in East Africa.
