On February 14, 2022, the Ministry of Finance of the People's Republic of China announced the announcement of the pre-bid results of the public-private partnership (PPP) project of the Tieke Expressway Fangzheng to Yanshou Shangzhijie Section of the Heilongjiang Provincial Department of Transportation. CRCC Investment Group Co., Ltd. took the lead to form a consortium to win the bid, and the project was approved with an estimated total investment of 6.17 billion yuan.

Project Overview
The project route starts from G1011 Hatong Expressway in Huifa Town, Fangzheng County (about 2.4km east of Huifa Interconnection), and runs parallel to G229 Raogai Highway to the southwest, passing through Huifa Town in Fangzheng County, Liutuan Town in Yanshou County, and Yanshou County. The town intersects with Sanmo Highway on the north side of Yanshou County, and then continues to extend to the southwest, passing through Yanhe Town, Yanshou County, and finally Yanshou Shangzhi County boundary (located about 700m south of Tuanshan Village). The total length of this section is 76.736km. The main line of the project adopts the standard of two-way four-lane expressway, the design speed is 100km/h, and the roadbed width is 26m.

A total of 2548.08m/18 cross-river bridges are set on the whole line, including 1829.4m/5 bridges, 718.68m/13 middle bridges; Underpass separation and overpass 3365.6 meters / 33; channel bridge 77.64 meters / 2, channel culvert 21; new Fangzheng West (hub), Liutuan, Yanshou, Yanhe interchanges; set up 5 unmanned communication stations (connected to the Shangzhi West Monitoring and Communication Sub-center from Yanshou Shangzhijie to Wuchang Section), 2 service areas (Liu Tuan, Tuanshan), and 2 maintenance areas. Simultaneously build the necessary traffic engineering and facilities along the line.
The project cooperation period is 33 years, of which the construction period is 3 years, starting from the date when the PPP project contract takes effect to the date when the project is delivered and accepted; the operation period (including the charging period) is 30 years, starting from the day after the project passes the delivery and acceptance to the date of project handover The charging period is from the date of issuance of the charging license for this project to the date of project handover, and the final approval from the People's Government of Heilongjiang Province shall prevail.
