On February 28, 2022, the Shangluo Municipal Transportation Bureau released the announcement of the results of the pre-qualification of social capital bidding for the Luonan to Lushi (Shaanxi-Henan) expressway PPP project. There is no suspense for the winning bidder!

Project Overview

The total length of the project route is 55.192 kilometers. It adopts the standard of two-way four-lane expressway, the width of the roadbed is 26 meters, and the design speed is 100 kilometers per hour. The whole line plans to build 2,834.0m/2 extra-large bridges (full size, the same below), 19,834.0m/61 bridges, 630.0m/9 middle bridges, and 93 culverts. The total length of the bridges is 23,298.0m, accounting for 42.21% of the total length of the route. Jianzhong tunnel is 1583 meters / 2 (double holes), accounting for 2.85% of the total length of the route. Bridges and tunnels account for 45.06% of the total length of the route. It is planned to set up 4 interchanges in Huayang, Huashilang, Baiyu Temple and Lingkou, and 1 interchange in Taoling (hub) is reserved for the whole line. Simultaneously, the 2.0-kilometer connecting line of Baiyu Temple Interchange will be repaired according to the second-class highway standard. The connection line of Lingkou Interchange is 3.0 kilometers, and 4 ramp toll stations, 1 service area, 1 parking area, 1 management sub-center and 1 maintenance area will be constructed.

This project is located in the northeastern part of Shangluo City. Together with the planned Chengshang Expressway and the Luluo Expressway in Henan Province under construction, it forms a connecting line between the G30 Lianhuo Expressway, the G59 Hubei Expressway and the G40 Shanghai-Shaanxi Expressway. The starting point of the project route is located in Li Village, Yongfeng Town, Luonan County, which is connected with the Chengzhou-Shangzhou-Luonan section of Chengshang Expressway. Turn east, set up a longitudinal bridge along the north bank of Luohe River to climb to Tangling, pass Xuewan Village, Donggao Village, Yanghe Village, Qianhe Village, Huangyuan Village, Songchuan Village, Jiao Village to Lingkou Town, pass Dingyuan Tunnel, Qianling Village The tunnel will connect to Shanghe Village (Shaanxi-Henan boundary) in Lingkou Town and the Luluo Expressway under construction in Henan Province.

investment estimate

According to the "Feasibility Study Report of Luonan to Lushi (Shaanxi-Henan Boundary) Expressway Project" (including the supplementary report and the approval of the project feasibility study report (Shaanxi Development and Reform Foundation [2020] No. 1820)), the estimated total investment of this project is 706,382.52 10,000 yuan, with an average cost of 127.9864 million yuan per kilometer. Among them, construction and installation costs are 5,007,455,900 yuan, land use and demolition compensation fees are 893,565,100 yuan, other construction costs are 251,094,800 yuan, reserve funds are 553,690,400 yuan, and loan interest during the construction period is 358,019,100 yuan. The investment estimation is mainly prepared according to the "Measures for the Preparation of Highway Engineering Investment Estimation" and "Highway Engineering Investment Estimation Indicators".
