Hepu Town, Xiangshan has deepened the construction of a "zero carbon" island, which has opened up a precedent for the development of local offshore wind power. "Xiangshan Wind Power Intelligent Equipment Industrial Park" was built by CSSC. The project was recently completed on the main building of the first phase of the "Xiangshan Wind Power Intelligent Equipment Industrial Park". The first phase of the park covers an area of 14,624 square meters. It is expected to complete the installation and commissioning of equipment and conduct trial production within this year, with an estimated annual output of 1.2 million kilowatts.

On September 22, 2020, the goal of "carbon peaking and carbon neutrality" proposed by the Chinese government has brought epoch-making significance to the development of the domestic wind power industry. On March 12, 2022, Zhejiang Provincial Development and Reform Commission issued the "14th Five-Year Plan for Renewable Energy Development in Zhejiang Province (Draft for Comment)", which set development goals for wind power in Zhejiang Province during the "14th Five-Year Plan": to "14th Five-Year Plan". At the end of the Five-Year Plan period, strive to achieve a wind power installed capacity of more than 6.4 million kilowatts and a new installed capacity of more than 4.5 million kilowatts. This also creates favorable conditions for China Haizhuang to help Zhejiang Province and build Zhejiang's green energy industry.

The "Xiangshan Wind Power Intelligent Equipment Industrial Park" built by CSSC is located in the Shipbuilding Industrial Zone, Hepu Town, Xiangshan, with a planned land area of 750 mu and a total investment of about 10.2 billion yuan. It will be constructed in two phases. The construction content mainly includes: offshore wind turbine equipment, blade production , blade inspection, operation and maintenance company, nacelle cover production, tower production, engineering installation, offshore wind power inverter production, a total of 8 bases.

Under the guidance of the energy policy of Zhejiang Province, CSSC will build a large-scale offshore intelligent system integrating the functions of "large-scale offshore wind power industry chain equipment manufacturing, large-scale offshore wind power project installation, operation and maintenance services, and large-scale deep-sea intelligent marine ranch design and manufacturing". Chemical equipment industry center, covering the offshore wind power market in Zhejiang Province, Jiangsu Province, and northern Fujian Province, driving the extension of the entire local industrial chain and the development of enterprise clusters.
