2 projects single sourced for very different reasons

Both projects in Fujian adopt general contracting + short-term operation model bidding

Among the 8 projects opened for bids, the number of bids opened in Fujian Province accounted for a quarter, namely the equipment procurement and installation general contracting of the second domestic waste incineration power generation project in Longyan City and the Yongan City Domestic Waste Harmless Treatment Project (EPCO), These two projects are both general contracting + short-term operation mode bidding, and both of them won the bid of the consortium. However, the difference is that the Longyan No. 2 domestic waste incineration power generation project is not an overall EPC general contracting tender, and the operating time and operating costs of the two projects are quoted in different ways, namely "annual package" and "one-time price".

The main body of the bidding for the second domestic waste incineration power generation project in Longyan City is Longyan Longjin River Construction and Development Co., Ltd. The bidding content of the project is general contracting of equipment procurement and installation, including but not limited to the design and manufacture of waste incineration power generation systems and their supporting equipment and facilities. , integration, packaging and transportation, testing, procurement, delivery, storage, installation, process management, commissioning, training, quality assurance, after-sales and operation services, etc., to ensure that the equipment operation meets technical requirements.

The bidding documents also mentioned that the winning bidder must provide operation services within 5 years after the completion acceptance. Operation services include but are not limited to providing all technical and production operation personnel to meet the normal and efficient operation and daily maintenance of the project.

The winning bidder is a consortium of Fujian Longjing Environmental Protection Co., Ltd., Beijing Zhuzong Construction and Installation Engineering Co., Ltd., and Shanghai Kangheng Environmental Co., Ltd. The bid prices are: ①Equipment procurement and installation: 168.88 million yuan; ②Operation services Part: 7 million yuan/year.

The design of the No. 2 domestic waste incineration power generation project in Longyan City was not included in the above-mentioned bidding content, but was bid separately. The winning bidder was China Urban Construction Research Institute Co., Ltd.

Yongan City Domestic Waste Harmless Treatment Project (EPCO)

The EPCO mode is adopted in the harmless treatment project of domestic waste in Yong'an City. The main construction scale of this EPC: the designed treatment scale of the waste incineration environmental protection power plant can meet the upper limit of 600 tons/day, and the selection of the waste incineration grate furnace is 500 tons/day; The processing scale of the kitchen waste treatment station is 50 tons/day; the processing scale of the bulky waste treatment system is 10 tons/day. In addition, it also includes 3 years of entrusted operation services, and the entrusted operation unit is required to only have the income of the waste treatment fee. , the rest of the income from power generation and tax incentives are owned by the owner. The commissioned operation fee for domestic waste, kitchen waste and bulky waste is 120 yuan/ton.

Many "firsts" are full of highlights

Among the waste-to-energy projects and vein industrial park projects opened in March, there were several "firsts".

Hanchuan Vein Industrial Park is the first project to obtain investors through competitive negotiation for investment promotion, and the investment invitation announcement was issued by the Hanchuan Municipal Bureau of Commerce. The final investors are China Everbright Environment (Group) Co., Ltd., China Construction Eighth Engineering Bureau Co., Ltd. In addition, the specific construction content and construction scale of the Hanchuan Vein Industrial Park are unknown.

For the first time, China Environmental Protection Group won the bid for a waste incineration power generation project in Chongqing - the domestic waste incineration power generation project in Yunyang County.

The physical waste recycling project in Pengjiang District, Jiangmen City is also the first waste incineration power generation project won by Public Energy (Jiangmen) Co., Ltd.

The advantages of focusing on leaders and consortium "grouping" appear

Of the 8 projects opened for bids, half of them won the bid in the form of a consortium.
