On April 26, 2022, the China-CEEC cooperation mechanism celebrated its tenth anniversary. After ten years of spring and autumn, this mechanism has radiated new vitality in the tempering of time and has become a model of cross-regional cooperation.

China and Central and Eastern European countries have a profound traditional friendship. Since the launch of the China-CEEC cooperation mechanism, the two sides have established a three-dimensional cooperation framework led by the leaders' meeting mechanism covering more than 20 fields based on the cooperation principles of joint construction, pragmatic balance, openness and inclusiveness, innovation and progress. A large number of cooperation projects have achieved gratifying results, and the bilateral trade volume has doubled in 10 years. China-CEEC cooperation has become a vivid practice of multilateralism and has had a positive impact worldwide. In 2021, the total trade volume between China and Central and Eastern European countries will reach 863.06 billion yuan, a year-on-year increase of 23.3%, showing strong resilience.

Bulgaria is a country of roses, an important node in the construction of the Belt and Road cooperation in the Balkans, and the lead country of the China-CEEC Agricultural Cooperation Demonstration Zone and the China-CEEC Global Partnership Center. In recent years, China-Bulgaria relations have achieved rapid development, which is a microcosm and portrayal of the vigorous development of relations between China and Central and Eastern European countries. After working in Bulgaria for more than three years, I have deeply felt the enthusiasm of Bulgarian governments and enterprises at all levels to participate in the cooperation between China and Central and Eastern European countries. More and more Bulgarian specialty products such as yogurt, wine and rose products are entering Chinese families. A number of Chinese companies such as Huawei, Xiaomi, and Tianjin Agricultural Reclamation have taken root in Bulgaria, and the mutually beneficial cooperation between the two sides has entered the fast lane of quality improvement and upgrading.

Thanks to the cooperation between China and Central and Eastern European countries, the bilateral exchanges between China and Bulgaria have become increasingly close, the forms of cooperation have been continuously enriched, and the areas of cooperation have been continuously expanded, bringing tangible benefits to the two peoples. In 2021, the bilateral trade between China and Bulgaria will overcome the impact of the epidemic, and will grow strongly by 40.8% against the trend, reaching US$4.109 billion, a record high. Chinese enterprises actively participate in Bulgarian photovoltaic projects and wind power projects, and the new energy field has become a new highlight of Sino-Bulgarian cooperation. Bulgaria actively makes good use of platforms such as the China International Import Expo (CIIE), the Canton Fair, and the Central and Eastern Europe Expo, and signed a protocol with China on the phytosanitary requirements for tobacco leaves exported to China, which further expanded the scope of trade in agricultural products between the two countries. The exchanges and cooperation between the two sides in the fields of culture, education, science and technology have maintained a good momentum of development, local exchanges have steadily advanced, and people-to-people and cultural exchanges have become closer.

In October 2021, I attended the unveiling ceremony of the Luban Workshop of the Agricultural University of Plovdiv, Bulgaria, and witnessed the important achievements of the China-CEEC Summit together with friends from all walks of life in China and Bulgaria. The official unveiling of the Luban workshop opened a new chapter in China-Bulgaria cooperation in agriculture and education. The Bulgarian Ministry of Agriculture highly appreciates the official launch of Luban Workshop and expects it to play an important role in Bulgaria's modern vocational and technical education, agricultural development and friendly cooperation between the two countries. I believe that with the support of the Chinese and Bulgarian governments and friends from all walks of life, Luban Workshop will cultivate more high-quality local talents for China-Bulgaria two-way investment and trade, and lay a solid foundation for more practical cooperation projects.
