Jipei Special Zone in Indonesia, China: Transformation to a Green Park

In recent years, the economic and trade relations between China and Indonesia have become increasingly close. In 2021, the trade volume between China and Indonesia will reach US$124.34 billion, a year-on-year increase of 58.43% (the highest growth rate among all major trading partners of China). At present, China has become Indonesia's largest trading partner, and has maintained its status as Indonesia's second largest source of investment for several consecutive years. In this context, Jipei Special Economic Zone (hereinafter referred to as "Jippet Special Zone") has become an important platform for attracting Chinese manufacturing investment in Indonesia and supporting the Belt and Road Initiative. The Git Zone was launched in Jinshi County, East Java, Indonesia in 2013, and the first phase of construction was completed in 2018.

On June 28, 2021, Government Regulation No. 71 of 2021 signed by Indonesian President Joko Widodo was officially designated as the Tianjin Special Economic Zone (SEZ). At present, 15 enterprises have settled in Jipei Special Economic Zone, including Freeport Smelting Company of the United States, Bank Indonesia, Colijn Company of Switzerland, Heli Group of Malaysia, Sari Roti Company of Indonesia, Unichem Company of Indonesia, etc. Involving metal, electronics, chemical, energy, auxiliary, logistics and other industries. As the first comprehensive industrial park in Indonesia, Pete District has a total area of 3,000 hectares. It is composed of industrial area, port area and residential area, dedicated to serving the investors of Industry 4.0. In the industrial zone, land for heavy industry, intermediate industry and light industry is planned respectively, and the infrastructure and equipment are perfect. Roads, ports, electricity, sewage treatment plants, natural gas pipelines, communications (optical cables), etc., all meet international standards. Equipped with deep sea ports, expressways and dedicated railways directly to Surabaya (the second largest city in Indonesia), providing one-stop service.

The port area is located in the Strait of Madura Island and is a comprehensive deep-sea port covering an area of 400 hectares. It has a deep-water berth of more than 6,200 meters and a limit draft of 16 meters. It can dock the Cape of Good Hope cargo ship with a displacement of 100,000 tons. The community is developed by Aike'er Surabaya Real Estate Company, which provides electricity through its self-provided power plant in Jipei Special Zone, and uses seawater purification system for water supply to provide comprehensive living supporting services.

The Jiji area has also brought many investment incentives and policy conveniences to enterprises, such as rapid construction permits, which allow customers to start building factories before (or at the same time as) obtaining construction permits; tax incentives, exempt from corporate income tax, value-added tax, luxury tax, Import tax for up to 20 years; government agencies established in Jilin Special Economic Zone can provide enterprises with a series of services such as assistance in obtaining licenses; through the community development plan of Jilin Special Economic Zone, assist enterprises to recruit talents, protect park safety, maintain park public facilities, organize Investment related seminars and conferences. Adhering to the concept of environmental protection, Jiji District is a green development park with zero runoff and no pollution. World-renowned Japanese engineering developer Nippon Koei is responsible for the overall planning of the park.

All infrastructure is in compliance with international management standards and sustainability is at the heart of the park's design and operation. This reflects the trend of the park's transition to new types of renewable energy. In terms of water supply and wastewater treatment, in order to meet the industrial production requirements of Jipei Special Zone, there are more than 42 hectares of reservoirs in the industrial zone to store rainwater. In addition, the nearby Sembayat river dam (about 18 km from Jipet area) and Umbulan natural spring water are also available for industrial production. Water from these three sources does not require chemical treatment and filtration. As well as wastewater from industrial and domestic activities, it will be treated with MBR technology in Jibei Special Economic Zone, and the pretreated wastewater will be further treated with reverse osmosis technology to produce high-quality fresh water for reuse in the industrial park. "Zero runoff" means that the Jipet district prohibits the extraction and use of groundwater, an important factor in avoiding soil subsidence. In terms of power supply, in order to minimize its carbon footprint, Jipei SEZ not only chose natural gas as fuel, but also selected low-energy generators produced by the Finnish Vasilan Group. And some of the extra electricity that Jipet receives from Indonesia's state-owned power company is renewable energy. The Ged district plans to install photovoltaic panels on the ground and on the roof in the next few years, which can generate about 300MWp of solar energy.

As a responsible organization, the core development direction of Jipei Special Zone is the reduction, recycling and reuse of production waste, adhere to green development, and build an industrial symbiotic ecosystem.
