The "14th Five-Year" Implementation Plan for Promoting High-Quality Development in Resource-Based Areas in Shanxi Province proposes to build a new layout of "one group, two districts and three circles" to gather new momentum for high-quality development. In terms of promoting the coordinated development of "a group of two districts and three circles", in accordance with the deployment requirements of the provincial party committee and the provincial government on promoting the high-quality development of the urban agglomeration in central Shanxi, take the lead in building the urban core of Taiyuan Yuci Taigu, the construction of Taiyuan national regional central city, radiating Pulling Jinzhong, Xinzhou, Yangquan, and Luliang to coordinate and link.

Shanxi Province will speed up the construction of the Taixin Integrated Economic Zone, strengthen the cooperation of Taiyuan and Xinzhou industrial chain and the sharing of scientific and technological resources, and jointly build the "North Engine" for the development of the urban agglomeration in central Shanxi. Build a high-quality Shanxi transformation and comprehensive reform demonstration area, accelerate the construction of Xiaohe Modern Industrial City and Fendong Innovation City, and continue to strengthen the "south engine" for the development of urban agglomerations in central Shanxi.

In the process, building a modern transportation system:

Promote the construction of Xiongxin, Jidayuan, Taisui, ChangHan-Liaoning high-speed railways and Taiyuan railway hub passenger channel capacity improvement projects, and improve the high-speed railway network connecting Beijing-Tianjin-Hebei, Central Plains and other urban agglomerations.

Continue to promote the construction of external passages such as the Linyi Yellow River Bridge and its lead project, and the connecting line of the Sanmenxia Highway-Railway Bridge on the Yunsan Expressway, and gradually improve the expressway network system.

Complete the construction of the third-phase reconstruction and expansion project of Taiyuan Airport, promote the reconstruction and expansion of regional airports in other regions, improve the international airline network, and improve the layout of general aviation airports.

In strengthening the construction of comprehensive hubs, Taiyuan will be built into a national comprehensive transportation hub.
