In a desert in eastern Inner Mongolia, a wind power photovoltaic base project is undergoing preliminary construction. The total installed capacity of the project is as high as 1 GW, and it is one of the first large-scale wind power photovoltaic bases in China focusing on the desert and Gobi desert areas. Zhang Fengyang, the person in charge of the base investment and construction company, told reporters that the project progressed faster than expected. Zhang Fengyang said: "The project started with some very good conditions. After the launch of this base, the local government also quickly gave strong support to the relevant procedures of the project, and the procedures were handled very quickly."

Overall, the construction of such large-scale wind power photovoltaic bases is accelerating. According to the National Energy Administration, a number of new energy projects have been started recently. Up to now, nearly 90% of the 100 million kilowatt installed capacity has been started, and various projects are progressing smoothly. In fact, as early as early 2022, Li Yunqing, director of the Economic Operation Regulation Bureau of the National Development and Reform Commission, said that the construction of large-scale wind power photovoltaic base projects focusing on deserts, Gobi and desertified areas should be accelerated. Not only large-scale wind power photovoltaic bases, but also all kinds of new energy projects are showing signs of accelerating investment. Taking industrial and commercial distributed photovoltaics as an example, a person in charge of a photovoltaic company said that although the price of the industrial chain continued to rise in the first half of the year, the enthusiasm for installation has increased significantly. The person in charge of the photovoltaic company said: "Household distribution has been done all the time. According to statistics, in the first quarter, China's newly installed photovoltaic capacity was 13.2 GW, about 2.5 times that of the same period in 2021. The rapid development of new energy is inseparable from policy support. Although the grid parity has been fully opened, people in the industry have reported that various places have improved the consumption conditions of new energy and electricity, and some have also introduced local subsidies. An industry insider said: "When I went to the grid, I consulted with the Electric Power Bureau. The subsidy is quite high. The subsidy for generating electricity is more than 10 cents, which is very considerable. This is a subsidy given by the local government alone."

In addition, local governments are also preparing to increase investment in new energy sources. For example, Hebei recently released a plan to build a new power system with stronger new energy consumption capacity, proposing that by 2025, the province will build a new energy storage scale of more than 4 million kilowatts. For example, Guizhou issued a plan, which clarified the key tasks for the development of new energy and renewable energy during the "14th Five-Year Plan" period. The plan mentioned a large number of wind power and photovoltaic construction projects. Some people in the industry predict that green investment such as new energy will become an important starting point for stabilizing investment. According to industry insiders, during the "14th Five-Year Plan" period, the total investment in the fields of digital upgrading and green transformation of traditional industries, green and low-carbon urbanization and modern city construction, green and low-carbon consumption, renewable energy or power system construction can reach nearly 50%. 45 trillion yuan, with an average of about 8.9 trillion yuan per year, accounting for about 16% of the total investment in the whole society in 2021, which will be a considerable investment growth momentum.
