On May 10, 2022, the Binhai New Area Bureau of the Tianjin Municipal Bureau of Planning and Natural Resources issued a public announcement on the "Special Plan for Urban Renewal of the Binhai New Area". The area is about 2283 square kilometers, including 5 development zones, 16 streets and 5 towns.

Planning range

1. Delineate the key areas of urban renewal as "two lines and four districts"

Based on the above urban renewal goals, the urban renewal of Binhai New Area focuses on the "two-tier and four-area" area. The "two lines" are the areas along the Haihe River axis and the coastal areas, and the "four districts" are the urban core area, the surrounding areas of the rail station, old industries and old residential areas.

2. Short-term and long-term urban renewal scale goals

It is planned to complete the urban renewal area of 15-18 square kilometers by 2025, and complete the urban renewal asset investment of about 100 billion yuan.

By 2035, it is planned to complete the urban renewal area mainly based on demolition and reconstruction with a scale of 40-45 square kilometers, accounting for about 8% of the current urban and rural construction land. The planned total investment in urban renewal assets is 540 billion yuan.

Target strategy

Docking and implementing the development goals of the "Tianhai New Area Territorial Space Development Strategy (2018-2050)" and the "Tianjin Binhai New Area National Economic and Social Development Fourteenth Five-Year Plan and 2035 Vision Outline". To this end, four major urban renewal target strategies are formulated.

(1) Center quality improvement strategy

Provide spatial support for the strengthening of urban core functions. Focus on promoting the renewal of Bincheng core, Hangu urban area and Dagang urban area; speed up the renewal of land around the rail station.

(2) Industrial efficiency improvement strategy

Provide high-quality space products for stable economic growth. Accelerate the urban renewal of the industrial space with "two lows, one high and one idle", that is, the secondary development of industrial land and idle building resources with low land input-output efficiency, low land use intensity and high environmental energy consumption; industrial blocks Strengthen the supply of innovative industrial space outside the line, improve urban life and service functions; industrial blocks are implanted in industrial neighborhoods, and transform into industrial communities with complex functions.

(3) Strategies for improving people's livelihood

Provide a realization path for improving people's livelihood shortcomings. Priority should be given to promoting urban renewal in areas with prominent shortcomings in people's livelihood and potential safety hazards; and the transformation and development of urban space and communities should be promoted in the direction of building a community life circle.

(4) Image enhancement strategy

It provides a starting point for the promotion of the city's brand image. Actively promote urban renewal in the areas along the Haihe River; plan urban renewal in coastal areas in advance.

Guidelines on how to update

1. Renewal guidelines for old industrial areas. With the goal of industrial upgrading, the planning function shall, on the premise of meeting the control regulations or other upper-level planning requirements, coordinate the use of update methods such as demolition and reconstruction, comprehensive renovation, etc., to provide a high-quality space carrier for industrial development.

2. Guidelines for the renewal of the old city. With the goal of optimizing the living environment and improving supporting facilities, the construction will be carried out by demolition and reconstruction, comprehensive renovation or both.

3. Cultural heritage protection and activation. Strengthen the overall protection of various cultural relics and their space environment, and explore new ways of space activation and utilization. Promote the protection and revival of industrial heritage in the new area. Do a good job in the census of industrial heritage, and seek the opinions of the competent cultural administrative department when compiling specific renovation plans.

4. Promote organic updates and micro-updates. Actively encourage the implementation of small-scale, low-impact, low-cost, incremental organic updates.

Update space guidelines

1. Urban renewal area. Focus on implementing the urban renewal strategy. It is planned that by 2035, the urban renewal area of Binhai New Area will be 40-45 square kilometers, mainly involving Dagang Street, Xincheng Town, Hujiayuan Street, Hangzhou Street, Haibin Street, Gulin Street, Taida Street, Chadian Street Street, Zhaishang Street, Xinbei Street, Development Zone (Central Business District), Xincun Street, Xingang Street, Hangu Street and Tianjin Port Free Trade Zone and other parts of towns and streets.

2. Urban Renewal Coordination Area Guidelines. In order to strengthen the government's leadership, strengthen the overall planning of planning preparation, the implementation of major public service facilities, the improvement of the carrying capacity of the transportation and municipal infrastructure systems, and the balance of the overall interests of the area. The plan preliminarily delineates 32 urban renewal coordinating areas, which are divided into 10 urban renewal coordinating areas focusing on demolition and reconstruction and 22 urban renewal coordinating areas focusing on comprehensive renovation.
