The PPP project of the G1816 Wuhai-Maqin Expressway Cooperation to Saierlong Ganqingjie Section is implemented in a packaged mode of national-level expressways and ordinary roads. The construction content includes bridges, tunnels, culverts and supporting facilities. Among them, the G1816 Wuhai-Maqin Expressway Cooperation to Saierlong (Ganqingjie) section is a national-level expressway with a total length of about 102.8 kilometers. The Zhuoni to Luqu section of the Wushan-Luqu Highway is about 24.9 kilometers long, and is constructed according to the standard of two-lane secondary highways with a design speed of 60 kilometers per hour; the total length of the reconstruction project of Gongquhuzhizecha Tourist Road in Luqu County is about 21.1 kilometers. km, for the three-level highway, the design speed of 30 kilometers per hour.

According to reports, the PPP project of the G1816 Wuhai-Maqin Expressway Cooperation to Saierlong Ganqingjie Section is led by CCCC No. 1 Public Bureau Group. The consortium composed of highway companies and other companies won the bid. It is a key project in the "National Highway Network Planning (2013-2030)" and "Gansu Province's "14th Five-Year Plan" Comprehensive Transportation System Development Plan. It is the G1816 Uma Expressway. An important part of Gansu Province, it undertakes the main trunk line function of the southwestern part of Gansu Province connecting Qinghai to the west, Sichuan to the south, and Lanzhou, the provincial capital, to the north.

Liu Jianxun, Secretary of the Party Group and Director of the Gansu Provincial Department of Transportation, pointed out that this project is the first provincial-level PPP project of expressway in Gansu Province since the 14th Five-Year Plan.
